In 2015, the municipality of Rio de Janeiro sent a document seeking approval from the City Council, which contained the Urban Planning Plan, designed for the 20th Administrative Region of Ilha do Governador PEU Ilha do Governador. After that moment started an articulation of people in the territory of Ilha do Governador that broke against the guidelines exposed by the aforementioned proposal, being the main of them the change of the current zoning of the neighborhoods, that would allow the increase of the density of the population and the possible worsening in the daily life of the inhabitants of the island. Thus, the present work aims to analyze how the social movements occurred in Ilha do Governador interacted against the attempt to implement the PEU. This approach is justified from the moment that the emergence of movements of local character is identified, from the moment that agents linked to the hegemonic rationality, with the impulse of the contemporary globalization, select and fragments the spaces from their interests, not caring for historically constituted territorialities. However, it is worth mentioning that the Island of the Governor had its process of urban constitution in a particular way, when compared to other districts of the city of Rio de Janeiro, and this has a direct impact on the interests of its social movements. Thus, it was sought to understand how the complex and heterogeneous urban constitution of Ilha do Governador impacted the interests of the current social movements present there. Also it was to promoted a discussion from the geographical perspective of the concepts of space and territory as a theoretical-conceptual basis, in order to allow an articulation with social movements subjects, especially for the Ilha do Governador case. By putting this investigation into practice, it was reached the sought result, the one that shows the importance of social movements as a way of defending collective interests of a community threatened by an urban structuring plan that did not dialogue with the needs of the local population.
