The aim of this work is to analyze the consequences of the indiscriminate use of the contributions by the Union to financing state activities, to the detriment of the main federal taxes, in the current fiscal federalism model in Brazil. The objective is to draw attention to the gradual loss of financial autonomy by subnational entities, along with the increasing concentration of power and income for the Union, especially the weakening of the role of states in the Brazilian Federation and the strong dependence of Municipalities federal policies, a phenomenon that, despite attracting interest from some scholars, still deserves further study held by the country doctrine. The idea, therefore, is to show the correlation between Tax Law and Financial Law, translated by the institution of contributions, which linked allocation and not submission to the revenue sharing system, make this tribute a perfect example of as the balance in tax collection and expenditure of these resources is critical to maintaining the Federal Pact.
