Multieducação e Nova Escola: considerações sobre as políticas sociais educacionais em fins do século XX

Resumo: This work tries to understand the strategies that the government of Rio de Janeiro - in both state and municipal spheres - developed since 1991 to promote public education through the creation of social programs in this area. In order to achieve this goal, it was necessary a detailed analysis on the relations that were established among the political requirements for theses programs the changes in the job market and some new insights on how the State operated in that historical period. This quarrel has it s landmark in the confrontation of the public education problem and passes through the governments that attempt to establish a neoliberal agenda and, this way, begin a one-way process of creating a new order of the global capitalism. It is intended to lead an investigation capable of building solid ways to understand the educational programs in this particular moment in brazilian history. It is important to point out that our work is based on the necessity to enclose the complexity that public education has adquired with the implementation of two specific projects: the Multieducação and the Nova Escola.

It is important to point out that our work is based on the necessity to enclose the complexity that public education has adquired with the implementation of two specific projects: the Multieducação and the Nova Escola.Este trabalho busca compreender, as formas estratégicas que os governos do Rio de Janeiro - seja a Prefeitura ou o governo Estadual - desenvolveram a partir de 1991 para a educação, sob forma de políticas sociais, através de uma análise dos vínculos que se estabeleceram com os pressupostos políticos, as metamorfoses do mundo do trabalho e as novas visões sobre o funcionamento do Estado vigentes no período histórico em foco. Esta discussão tem como marco o enfrentamento da questão educacional por parte dos governos em questão, que estabelecem a efetivação da agenda neoliberal e se entrosam num processo que possui um sentido: a construção de uma nova ordem do capitalismo mundial. Pretende-se encaminhar uma investigação que seja capaz de construir caminhos sólidos para a compreensão da política educacional neste momento da história brasileira.
