Resumo: | This thesis researches the dynamics of the maintenance of a paradigm of foreign policy despite their destabilizing elements; between January 1961 and April 1964. It was intended to investigate the building of a public policy, the evidences of preservation, and the way political leaders used to think. In essence, the maintenance of the newborn paradigm occurs when there is resilience of acts and harmony of thoughts. In order to prove this hypothesis, data from archives was marshaled, and the thesis resorted to theories of Foreign Policy Analysis, Public Policy and Political Thought. This thesis is subdivided in five parts. Readers will find a profile of the work and a theoretical/methodological synthesis in the first one. The following will be occupied with the internal and external dimensions of the context from the period. At the third chapter, the Independent Foreign Policy will be observed as the decision-makers conducted it; each administration is corresponded by a subsection. At the fourth chapter, it is possible to observe the Chancellor and government leaders of the period highlighted. The last chapter uses theories and data, and exposes a hypothesis. After that, there are the conclusions and a final synthesis, underpinned by the author’s concepts |

Pretendeu-se investigar a construção da política pública, os indícios de manutenção, e as formas como os homens de estado pensavam. Em essência, a manutenção do paradigma recém-instaurado se dá quando há resiliência dos atos e harmonia dos pensamentos. Para provar essa hipótese dados em arquivos foram mobilizados, e recorreu-se a teorias de Análise de Política Externa, Políticas Públicas e Pensamento Político. Essa tese se subdivide em cinco partes. Leitores encontrarão um perfil da tese e uma síntese teórica e metodológica. O segundo capítulo trabalha sobre as dimensões internas e externas do contexto da época. No terceiro capítulo, observa-se a política externa independente tal como foi executada pelos tomadores de decisão; a cada gestão corresponde uma subseção. No quarto capítulo é possível observar o pensamento dos chanceleres e chefes de governo da época estudada. O último capítulo mobiliza teorias e dados, e expõe a hipótese.
