This thesis focuses on professional work in the Social Assistance Policy, seeking to understand the professional requisitions and your ethical-political sense. This field of social workers is unveiled in a concrete reality: the Brazilian society in the 2004-2014, period of implementation of the SUAS ("Unified Social Assistance System"), as the scenario in which professional actions are demanded in this Policy, whose function is to confront the "social issue" in Brazil. The hypothesis is that Social Service has a contradictory relationship with this Policy, from its origin until now, but maintains an ethical commitment to defend the right to social assistance, in Brazil, as a parameter of citizenship. Have been identified as theoretical categories: the "work", as central to capitalist social relations; the "right", as a mediation of professional practice in the area; as a synthesis, and emerging category, the "praxis", which deciphers the ethical-political sense of the procedure on social assistance. The analysis assumes the presupposition of social totality, of history and of the classes, as it is reasoned on the perspective of the method adopted. To demonstrate the process of abstractions, an expository sequence was defined. In the first analytical axis, to explain the professional work in capitalism, work was approached as the founder of the social being and its inseparable historical dimension. Particular attention is paid to the work of social workers in the Social Assistance Policy today, when it is also affected by new forms of precariousness, fragmentation and exploitation of workers. Next, the function of the State, on capitalism, for the reproduction of social relations of production, being a contradictory space where right resides, also as historical construction. Brazil is seen in its social, economic and political formation, shown in general terms by the way the country was linked to the international division of labor and by their relations with social classes, consolidating an approximate model of Welfare State. In a second axis of analysis, interlaced with the mediations found, the right is defined as the demarcator of the foundations of the right to social assistance, taken as the example of the contradictory relationship that presides over the rights in the society of capital. It is an expression of this social formation, but maintains an ethical-political level of your function in capitalism, which justifies professional work in this field, as well as the link between Social Assistance Policy and category with social assistance, expressed in the area regulations, is then elucidated, which takes ethics as a resource for "ideological mystifications". The hypothesis is not conclusive, but it points out that the actions of social workers in the area express limits, considering the right in capitalism and the adverse conjuncture that replaces liberalism with dismantling force of the interests and organization of the working class.
