Gabriela Spanghero LottaDissertação (mestrado) - Universidade Federal do ABC, Programa de Pós-Graduação em Políticas Públicas, São Bernardo do Campo, 2018.Esta pesquisa tem como objetivo realizar uma análise de implementação das políticas de trabalho e promoção do trabalho decente para a população imigrante, na cidade de São Paulo, no período de 2013 a 2016. Para tanto, analisa a atuação das secretarias municipais de trabalho e empreendedorismo (SMTE) e de direitos humanos e cidadania (SMDHC), da prefeitura de São Paulo, destinadas à população imigrante, à luz dos seus arranjos institucionais, dos conceitos de implementação, das legislações internacionais de direitos humanos e entrevistas com gestores das duas secretarias. As políticas analisadas são o Programa Diversidade, desenvolvido pela SMTE em parceria com a SMDHC; a Promoção da Regularização Migratória e do Trabalho Decente, realizado pela SMDHC, por meio da articulação da Coordenação de Políticas para Migrantes (CPMig), do Centro de Referência e Atendimento de Imigrantes (CRAI-SP) e da Assessoria Especial de Promoção do Trabalho Decente; e as políticas de bancarização e cursos de português para população imigrante, ambos de responsabilidade da Coordenação de Políticas para Migrantes (CPMig). Os resultados da pesquisa revelaram uma presença histórica do Estado brasileiro na temática migratória; o caráter inovador ao criar políticas públicas municipais para imigrantes e promoção do trabalho decente, com o fluxo de haitianos tendo um papel fundamental no desenho e implementação dessas políticas; e a instituição de novos arranjos institucionais, utilizando-se da intersetorialidade como princípio e instrumentos de gestão.This research aims to carry out an analysis of the implementation of work policies and promotion of decent work for the immigrant population, in the city of São Paulo, from 2013 to 2016. To do so, it analyzes the work of the municipal secretariats of work and entrepreneurship (SMTE) and Human Rights and Citizenship (SMDHC), of the city of São Paulo, aimed at the immigrant population, in the light of their institutional arrangements, concepts of implementation, international human rights legislation and interviews with managers of the two secretariats. The policies analyzed are the Diversity Program, developed by SMTE in partnership with SMDHC; the Promotion of Migration Regularization and Decent Work, carried out by the SMDHC, through the coordination of the Coordination of Policies for Migrants (CPMig), the Center for Reference and Assistance of Immigrants (CRAI-SP) and the Special Advisory for the Promotion of Decent Work ; and banking policies and Portuguese courses for the immigrant population, both of which are the responsibility of the Coordination of Policies for Migrants (CPMig).
