Resumo: The topic of climate change has gained increasing prominence in contemporary international agendas and debates. The rise in temperature beyond what is considered humanly comfortable, the increase in torrential rainfall causing flooding in urban areas, and the rise in sea levels threatening populations in islands and coastal regions are just a few of the factors that underscore the urgency of a socioeconomic analysis of this issue. In this context, this thesis is structured into three chapters that seek to shed light on different aspects of the topic, from the origins of climate science to its economic impacts. The first chapter begins with an overview of the evolution of scientific knowledge related to climate change. Furthermore, this initial section presents, based on an extensive literature review and economic analysis, the potential impacts of climate shocks on the factors of production, concluding with discussions on the asymmetric vulnerabilities among municipalities, particularly regarding disparities between wealthier and poorer regions, and the likely causes of this phenomenon. The second chapter focuses on investigating the potential long-term effects of climate change on the economies of Brazilian municipalities. For this purpose, an ARDL (Autoregressive Distributed Lag) methodology was applied, which is appropriate for long-term analysis. The model uses temperature and precipitation data extracted from Saldanha, Akbarina et al. (2024), along with per capita GDP and Agricultural Value Added for 5,178 Brazilian municipalities sourced from IBGE. The results reveal a heterogeneity in the effects of rainfall deviations from historical patterns. On the other hand, positive temperature deviations show negative impacts on the growth of per capita GDP and Agricultural Value Added. These findings suggest concerning implications for the Brazilian economy, especially in light of the ongoing trend of global warming. Even in regions such as the Northeast and the Semi-arid, which are characterized by heat and high solar radiation, an increase of just 0.01ºC above the average leads to a decline in per capita GDP of approximately 0.06 percentage points. After analyzing the temporal dimension of climate change impacts, the third chapter addresses another important question: drier municipalities may suffer more economically from climate variations compared to wetter ones.? To investigate this, a threshold methodology was employed, with endogenous estimation of the thresholds, using GDP data for Brazilian municipalities from 1999 to 2019 and theStandardized Precipitation-Evapotranspiration Index (SPEI) as the independent variable. The results indicate that, regardless of the spatial aggregation considered (national or regional), thegroup of driest municipalities exhibits worse economic conditions compared to municipalities with higher Gross Domestic Product. Therefore, it is observed that, given these results, climate-related issues not only have long-term impacts but also affect Brazilian municipalitiesdifferently, depending on their economic status. Thus, the analyses conducted in this study leadto the conclusion that climate change represents significant challenges for Brazil, with the potential to affect both the economic and social spheres.

A elevação de temperatura acima dos limites considerados humanamente confortáveis, aumento de chuvas torrenciais que provocam alagamentos em áreas urbanas, elevação do nível do mar que ameaça populações em ilhas e áreas litorâneas são só alguns dos fatores que conferem caráter de urgência à análise socioeconômica deste assunto. Diante disso, esta tese é composta por três capítulos que buscam elucidar alguns pontos sobre a variação do clima, desde as origens nas ciências das mudanças climáticas até seus impactos econômicos. O primeiro capítulo inicia-se com uma exposição sobre a evolução do conhecimento científico relacionado às mudanças climáticas. Além disso, nesta primeira parte, a partir de uma extensa revisão de literatura e análise econômica, apresentam-se os possíveis impactos dos choques climáticos nos fatores de produção, finalizando com discussões sobre as vulnerabilidades assimétricas entre os municípios, no que se refere às disparidades entre os mais ricos e mais pobres, e as prováveis causas para esse fenômeno. No segundo capítulo, a ideia central é a investigação dos possíveis efeitos da variabilidade climática sobre a economia dos municípios no longo prazo. Para isso foi aplicada uma metodologia de ARDL (Autoregressive Distributed Lag), adequada a esse horizonte de tempo, com dados de temperatura e precipitação extraídos de Saldanha, Akbarina et al (2024), e PIB per capita e Valor Adicionado Agropecuário para 5178 municípios brasileiros retirados do IBGE. Os resultados evidenciam uma heterogeneidade nos efeitos dos desvios pluviométricos em relação ao padrão histórico. Por outro lado, observam-se impactos negativos sobre o crescimento do PIB per capita e do Valor Adicionado Agropecuário em decorrência de desvios térmicos positivos. Esses achados sugerem implicações preocupantes para a economia brasileira, sobretudo diante da tendência de intensificação do aquecimento global. Mesmo no Nordeste e no Semiárido, por exemplo, com as características climáticas de calor e insolação, o aumento de apenas 0.01º C acima da média promove um decréscimo no PIB per capita de aproximadamente 0.06 pontos percentuais. Após analisar a questão temporal dos efeitos das mudanças climáticas, o terceiro capítulo desta tese procurou responder uma outra questão importante: os municípios mais secos poderão sofrer mais economicamente com as variações climáticas em comparação àqueles mais úmidos? Para tanto, foi utilizada uma metodologia threshold, com estimação endógena dos limiares, a partir de dados do PIB para os municípios brasileiros de 1999 a 2019 e do SPEI (Standardised Precipitation-Evapotranspiration Index), usada como variável independente. A partir disso, os resultados indicam que, independentemente da agregação espacial analisada, se nacional ou regional, o conjunto de municípios mais secos apresenta piores condições econômicas em comparação àqueles municípios com maior Produto Interno Bruto. Por conseguinte, observa-se que, tendo em vista tais resultados, as questões climáticas não só apresentam impactos no longo prazo, mas também afetam de modo diferente os municípios brasileiros, de acordo com seu status econômico.
