Resumo: The goal of this paper is to estimate the contribution of micro and small enterprises (MSE) in the reduction of poverty in Brazil, based on data obtained from 26 States and from the Federal District (Brasília) from 2000 to 2004. The theoretical framework utilized is based upon the hypothesis that the segment of micro and small enterprises, which represents 98% of enterprises in the country and is responsible for 56% of formal jobs in the economy, plays an important role in poverty alleviation, associated to other variables which already have this performance proven by average income and degree of urbanization. The main results obtained point towards a significant relation between the growth of micro and small enterprises and the reduction of poverty levels in the country, mainly in the percentage of poor people and the poverty gap. This study aims at contributing with the literature on this topic as well as with the debate regarding public policy geared towards micro and small enterprises as an instrument to improve the social indicators of the country.

O arcabouço teórico utilizado fundamenta-se nas hipóteses de que o segmento de micro e pequenas empresas, que representa 98% das empresas do país e que responde por 56% dos empregos formais gerados na economia, exerce uma influência na redução da pobreza, associado a outras variáveis que já têm esse desempenho comprovado, como a renda média e o grau de urbanização. Os principais resultados obtidos indicam que há uma relação significativa entre o crescimento das micro e pequenas empresas e a redução das medidas de pobreza no país, especialmente na porcentagem de pobres e no hiato de pobreza.
