Resumo: This dissertation analyzes the behavior of users of the health plan the “Caixa de Assistência dos Servidores Fazendários – CAFAZ” over five years, from September 2004 to March 2009, when there were three different ways of charging: fixed monthly payment, apportionment of expenses relating to previous months and quota system with resettable fixed annual amount based on changes in the costs of services. For this we used the Negative Binomial Regression Model (NBRM) as a way of evaluating count data sample used in more than 6000 beneficiaries who remained in the background during the whole period. The main conclusion indicates statistically significant differences in average demands, both for consultations and for exams, between periods.

Para tanto foi utilizado o Modelo de Regressão Binomial Negativo (NBRM) como forma de avaliar os dados de contagem na amostra utilizada de mais de 6 mil beneficiários que permaneceram no plano durante todo o período analisado.
