This work is an evaluation of public policy that deals with the public administration of the state of Ceará today, mainly with regard to public planning and aims to evaluate the process of designing the 2016-2019 multiannual plan (plano Plurianual 2016-2019) of that state. The multiannual plan (Plano plurianual - PPA) is an obligation of all federal entities, established by the Federal Constitution of 1988 (art. 165) and consists of medium-term planning, with a duration of four years, in which the guidelines, objectives and goals that will be pursued during the period that begins in the second year of the chief executive's government and ends at the end of the first year of his successor, who must make a new plan. This work consists of an evaluation of processes (COSTA & CASTANHAR, 2003) and has as its object the elaboration phase of the 2016-2019 multiannual plan for the state of Ceará. It is an applied research, presented in the form of a case study and which uses qualitative methods to obtain data through bibliographic research, open interviews and survey of secondary data for treatment and statistical analysis, among other methods. As for the form of evaluation, it is an ex-post evaluation of the design of public policy. And it is in line with Lejano (2012) post-constructivist paradigm, seeking to understand and interpret public policy by combining the text with the context. The research results are exposed through the analysis of the official documents of the Government of the state of Ceará, combined with the narratives of the interviewees and also with confrontation with theoretical references and other information considered adequate. Thus, this research demonstrates that public planning in the state of Ceará has advanced in terms of the methodology used to prepare the multi-annual plan, however, there are weaknesses in the process of citizen participation in the preparation of the plan, in the preparation and monitoring of indicators, in the definition of actions that can overcome the difficulties of intersectoriality, regional issues and scarcity of resources.
