Resumo: This research seeks to evaluate the technical efficiency of municipal per capita spending on education, health, and safety for municipalities cearenses, covering the year 2005. For this, it uses the methodology of Data Envelopment Analysis (DEA), oriented input and constant returns to scale, because they want to achieve results aimed to reduce public spending and keep the level of efficiency in service delivery to Ceará community. Accordingly, we can say that this empirical exercise to estimate the demand on technical efficiency, the efficiency scale as well as rank the cities analyzed according to these measures and, moreover, indicate that the municipalities are considered as benchmark in each model. The results are somewhat interesting, because the model that adds inputs and products of education services, health, safety and showed 55% of the counties on the border of relative efficiency. Furthermore, the specific models of Health, Education and Safety show a low technical efficiency in public social spending. The study concludes that there are some technical inefficiency regarding public spending municipal Ceará with health, education and security.

Para isso, utiliza-se da metodologia de Análise Envoltória de Dados (DEA), orientada para insumo e retornos constantes de escala, uma vez que se pretende obter resultados voltados para diminuir o gasto público e manter o nível de eficiência na prestação dos serviços à comunidade cearense. Nestes termos, pode-se dizer que esse exercício empírico procura estimar a eficiência técnica relativa, a eficiência escalar, bem como classificar os municípios analisados segundo essas medidas e, ainda, apontar os municípios que são considerados como benchmark em cada modelo. Os resultados são um tanto quanto interessantes, pois o modelo que agrega insumos e produtos dos serviços de educação, saúde, e segurança apresentou 55% dos municípios sobre a fronteira de eficiência relativa. Por outro lado, os modelos específicos de Saúde, Educação e Segurança apontam uma baixa eficiência técnica no gasto público social.
