Resumo: Dam removal is becoming a current practice worldwide. Several causes can justify the removal of a dam: security issues, siltation due to age, fail to fulfill project purposes, etc. In Brazil, the development of scientific research in this theme is scarce and does not exist in the Northeast, where construction of dams is strongly linked to regional culture. However, this research is necessary, considering that some dams are quite old. In this context, a multicriteria model was constructed to evaluate the vulnerability of dams. It allowed to define the IREB, an index that establishes three possible recommendations for action: dam removal, recovery or keep it as it is. The model was constructed following the MACBETH methodology and using the M-MACBETH decision support system in interaction with various experts. To test the model, information regarding three dams was used: Ubaldinho, Acarape do Meio and Jaburú I, located in the State of Ceará. The results were consistent with those expected and the analyzes performed demonstrated the requisiteness of the model.

Várias são as causas que podem justificar a remoção de uma barragem: problemas de segurança, assoreamento devido à idade, deixar de cumprir as finalidades que lhe foram delegadas em projeto, etc. No Brasil, o desenvolvimento de pesquisa científica nesse tema está em fase embrionária e no Nordeste, onde a construção de barragens está fortemente associada à cultura regional, essa pesquisa praticamente não existe. É contudo necessária, considerando que algumas dessas obras aproximam-se do fim de suas vidas úteis. Nesse contexto, construiu-se um modelo de avaliação multicritério da vulnerabilidade de barragens, permitindo definir um Índice de Remoção de Barragens (IREB). Com base no valor tomado pelo IREB para uma dada barragem, uma de três ações pode ser recomendada: a remoção, a recuperação ou a manutenção da barragem na situação existente. O modelo foi construído seguindo a metodologia MACBETH e utilizando o sistema de apoio à decisão M-MACBETH na interação com vários especialistas. Para testar o modelo, utilizou-se informações referentes as barragens Ubaldinho, Acarape do Meio e Jaburú I, localizadas no Estado do Ceará.
