Resumo: This research means to understand the dimension of process of monitoring and advising the Social Assistance Reference Centers [Centros de Referência da Assistência Social] – CRAS – in the state management of this public policy, through a critical and analytical study about actions developed by Social Development and Labor State Bureau [Secretaria de Trabalho e Desenvolvimento Social] – STDS, in two cities of Metropolitan Region of Fortaleza, in Ceará – Pindoretama and Maracanaú. The methodological approach of the case study, covering the period between 2012-2013, was in qualitative nature, using bibliographical and documental research, semi-structured interviews and direct observations realized during monitoring visits to CRAS. In that way, the testimonials of interviewed technicians, even those that work on state bureau or in the cities, provided analytical clues to qualify different facets of monitoring and advising, in their advances and limitations in face of monitoring indicators about services offered to the “subjects of rights” served by CRAS. The concerning about totality dimension express itself, above all, by building links with the Brazil’s Social Assistance Policy and the Brazilian and covered cities dynamic of conjuncture.

O percurso metodológico do estudo de caso, compreendendo o período de 2012 e 2013, foi de natureza qualitativa, do tipo exploratória-avaliativa quanto aos objetivos. Com relação ao método valeu-se do uso de pesquisas bibliográfica e documental, entrevistas semiestruturadas e observações diretas realizadas durante as visitas de monitoramento aos CRAS.
