Resumo: This project is proposing to estimate the impact of the transfer of income from the federal government through the Bolsa Família Program to the crime rate in the state of Ceará counties. To reach this objective, specifies a dynamic econometric model for dashboard data in which the model parameters are estimated by Arellano-Bond (1991) and Bluendell-Bond (1998) methodologies. The observed units are all of ceará's counties, from the years 2010 to 2015. The “crime rate” variable was constructed from the violente lethal and intencional crime rates (CVLI), crimes against patrimony (CVP) and thefts provided by the secretariat of public security and social defense (SSPDS). The estimates point to the existence of a inertial effect on recorded crime occurrences, no significant effect was found due to the income transfer through the Bolsa Família Program in the criminality inside the state.

Para alcançar esse objetivo, especifica-se um modelo econométrico dinâmico para dados em painel em que os parâmetros desse modelo são estimados pelas metodologias de Arellano-Bond (1991) e Blundell-Bond (1998). As unidades observadas são todos os municípios cearenses, compreendendo os anos de 2010 até 2015. A variável “taxa de criminalidade” foi construída a partir das taxas de crimes violentos letais e intencionais (CVLI), crimes contra o patrimônio (CVP) e furtos, fornecidas pela Secretaria de Segurança Pública e Defesa Social (SSPDS).
