Resumo: Public policies for the expansion and internalization of higher education in the state of Ceará have had repercussions on the organization of the intra-urban and regional space of small and medium-sized cities, as well as on the economic activities and way of life of the local population. The central theme of this thesis is the internalization of the Federal University of Ceará: the paths of innovation in Quixadá, Russas and Crateús. The methodology adopted consisted of empirical work in these three cities, interviews with professors from these campuses, and with UFC leaders responsible for innovation and entrepreneurship at the university. We used news items published on institutional websites and in local newspapers about innovation, research, extension activities, awards and events, which show how innovation is an essential pillar that has been strengthened over the years on these campuses and which changes the cultural relations of their surroundings. The analysis of extension projects was crucial to identifying the repercussions in the local and regional context, as these campuses have been promoting multiple research and extension actions that seek to meet the emerging needs of society, where most of the projects developed involve the adoption of innovative technologies. These campuses present themselves as structures of opportunity for local and regional development. A interiorização da Universidade Federal do Ceará: os caminhos da inovação em Quixadá, Russas e Crateús, é o tema central da tese. A metodologia adotada consistiu em trabalhos empíricos nessas três cidades, entrevistas com professores destes campi, com dirigentes da UFC responsáveis pelos eixos de inovação e empreendedorismo na universidade. Utilizou-se notícias divulgadas nos sites institucionais e jornais de circulação local que retratam acerca da inovação, das pesquisas, ações de extensão, premiações e eventos, que demostram o quanto a inovação é um pilar essencial que vem sendo fortalecido no decorrer dos anos nestes campi e que alteram as relações culturais do seu entorno. A análise dos projetos de extensão foi crucial para identificarmos as repercussões no contexto local e regional, pois estes campi vêm promovendo múltiplas ações de pesquisa e extensão que buscam atender as necessidades emergentes da sociedade, onde a maioria dos projetos desenvolvidos envolvem a adoção de tecnologias inovadoras. Estes campi se apresentam como estruturas de oportunidades para o desenvolvimento local e regional. Identificou-se os impactos da interiorização do ensino superior e a relevância da inovação no espaço intraurbano e regional. Constatou-se, na análise dos projetos de pesquisa e extensão desenvolvidos nesses campi, que estes vem fortalecendo a formação científica, tecnológica no âmbito da inovação e empreendedorismo, e estão impulsionando o desenvolvimento local e regional, articulado com o global. O processo de interiorização do ensino superior público federal, no estado do Ceará, tem atenuado as desigualdades, pois trazem em si oportunidades a grupos sociais antes excluídos do acesso ao ensino superior. As políticas de acesso e permanência nas universidades públicas tem contribuído para a ascensão social desta população vulnerável. A educação é um condicionante de transformação da sociedade. La méthodologie adoptée a consisté en un travail empirique dans ces trois villes, des entretiens avec des professeurs de ces campus et avec des responsables de l'UFC chargés de l'innovation et de l'entrepreneuriat au sein de l'université. Nous avons utilisé des articles publiés sur les sites web institutionnels et dans les journaux locaux qui décrivent l'innovation, la recherche, les activités de vulgarisation, les prix et les événements, qui montrent comment l'innovation est un pilier essentiel qui a été renforcé au fil des ans sur ces campus et qui modifie les relations culturelles de leur environnement. L'analyse des projets d'extension a été cruciale pour identifier les répercussions dans le contexte local et régional, car ces campus ont promu de multiples actions de recherche et d'extension visant à répondre aux besoins émergents de la société, où la plupart des projets développés impliquent l'adoption de technologies innovantes.
