Resumo: | This essay evaluates the implementation process of the Incentive Program for Alternative Sources of Energy-PROINFA in the state of Ceará, with emphasis on the use of wind power. Through literature review on public policy evaluation, shows the Brazilian energy policy, describes the PROINFA examines the wind potential found in the state, the status of projects supported by the program and the economic, social and environmental effects generated from PROINFA. The study notes that the program has been an important instrument of public policy, inducing growth in the supply of wind energy, generating employment and income, training and development of manpower site, reducing the emission of greenhouse greenhouse, allowing the insertion of a new technology in renewable and clean energy matrix in Brazil and in particular of Ceara. At work we adopted the methodology of the research literature, documentary and field research quantitative and qualitative, using a semistructured interview technique with several players involved with the program, such as representatives of PROINFA / ELETROBRÁS managers Agency Development of Ceara-ADECE, the Department of Infrastructure of the State of Ceará-SEINFRA, the Superintendency of Environment-SEMACE Ceará, the Committee on the Environment of the Legislative Assembly of Ceará, investors, financiers, researchers at the State University of Ceara- UECE and Federal University of Ceara-UFC and the beach communities of Taiba in Sao Goncalo do Amarante and Site Cumbe in Aracati. |

Através da revisão bibliográfica sobre avaliação de políticas públicas, apresenta-se a política energética brasileira, descreve-se o PROINFA, examina-se o potencial eólico encontrado no Estado, a situação dos projetos apoiados pelo Programa e os efeitos econômicos e socioambientais gerados a partir do PROINFA. O estudo constata que o programa vem sendo um importante instrumento de política pública, indutor do crescimento da oferta de energia eólica, da geração de emprego e renda, da capacitação e formação de mão-de-obra local, da redução da emissão de gases do efeito estufa, proporcionando a inserção de uma nova tecnologia renovável e limpa na matriz energética do Brasil e, em especial, do Ceará.
