Given the budgetary and staffing constraints that affect the physical infrastructure of public institutions, it is essential to rigorously assess the impact and relevance of maintenance, renovation, and construction projects to ensure the strategic and responsible allocation of available resources. This research aims to investigate the contribution of the TOPSIS/Integer Linear Programming (ILP) decision model to the selection of the construction project portfolio at the Federal University of Ceará (UFC). This is a quantitative-qualitative, descriptive, and documentary research, based on a single case study strategy. The study used secondary data (documentary and bibliographic) and primary data (collected through observation and interviews). Quantitative data analysis was conducted using a mathematical model based on the TOPSIS method and Integer Linear Programming, while qualitative data were analyzed through content analysis. The main results demonstrate that the model is technically feasible, promotes the systematization of evaluation criteria, and enables the construction of a project portfolio compatible with the institution’s operational and financial constraints. The sensitivity analysis revealed the robustness of the generated ranking, and the evaluation by UFCINFRA managers confirmed the model’s relevance and practical usefulness. Additionally, improvement proposals were identified, such as portfolio segmentation by type of intervention and refinement of technical criteria, highlighting the model’s adaptability and institutional applicability. Thus, the study not only empirically tested a theoretical structure but also provided the Federal University of Ceará with a decision-support tool that enhances the legitimacy, transparency, and technical foundation of infrastructure investment planning.
