The Ceará River Estuary Environmental Protection Area, established by Decree No. 25.413 of March 29, 1999, is located in the coastal zone of Ceará, between the municipal boundaries of Fortaleza and Caucaia, in an area of important historical, ecological and cultural importance. The environmental systems present in and around the APA are often affected by the negative environmental impacts of the urban expansion process in the Fortaleza Metropolitan Region (RMF), changing the entire natural dynamic and consequently altering the organization of the landscape, generating social and environmental problems. The conflicts resulting from real estate speculation and the installation of large enterprises and port facilities on the coastal perimeters of Ceará affect not only the environmental systems, but also all the communities that need them to guarantee their livelihoods and maintain their ways of life and organization. The main objective of this research is to carry out na analysis of the geoecological dynamics of the Ceará River Estuary APA, taking into account the conservation and preservation of the natural systems and resources present in the context of the APA, in order to contribute to drawing up a proposal for environmental planning. In order to achieve the proposed objectives, this research uses the theoretical and methodological bases of Landscape Geoecology and Environmental Planning. In this way, the research is developed in the four main stages proposed by Rodriguez and Silva (2018), namely Organization and Inventory, Analysis, Diagnosis and Proposals through which we seek to achieve the expected results and answer the initial questions that have arisen with the development of the research.
