Resumo: The main objective of this dissertation is the analysis of the impact of the “SIMPLES” and its effects on the generation of jobs in the manufacturing industry of the state of Ceará amoung the years 1995 and 2006. It was used as a database of the RAIS of the Ministry of Labor and Employment (MTE). As analysis instruments descriptive statistics and an econometric model which matches cross – section data with temporal data were adopted. It was observed that the largest most concentration of establishments is located in the metropolitan area of Fortaleza and thus generating more jobs in this region. It is also visible that the generation of jobs was larger within municipalities on contain APL than those that do not. The results indicate that there was a substantial increase in jobs enrolment in micro and establishments (MPEs) following the introduction of SIMPLES. Over this period of time, the impacts were positive and significant, reflecting greater adoption of to the SIMPLES by the MPEs. The outcome met was that with some minor limitations, the SIMPLES contributed to the growing number of establishments and job generation in the manufacturing industry of the state of Ceará amoung the years 1995 and 2006.

Utilizou-se como base de dados a RAIS do Ministério do Trabalho e Emprego (MTE). Como instrumentos de análise foram utilizados a estatística descritiva e um modelo econométrico (pooling) combinando dados cross-section com dados temporais. Constatou-se que a geração de emprego é maior nos municípios que possuem APL do que nos municípios que não possuem APL. Os resultados indicam ainda que houve um aumento significativo no número de vínculos empregatícios nas Micro e Pequenas Empresas (MPEs) após a introdução do SIMPLES. Em termos temporais os impactos foram positivos e significantes no período de 1995-2006, refletindo positivamente, uma crescente adesão ao SIMPLES pelas MPEs. Além disso, observou-se que a maior concentração desses estabelecimentos está localizada na Região Metropolitana de Fortaleza (RMF). Com isso, nessa região ocorre maior geração de emprego do que no Interior.
