Examines the approach of the community of Prainha do Canto Verde / CE to maintain the preservation of the place instead of mass tourism developed in other places like Canoa Quebrada, Morro Branco and observe the importance of tourism planning as a way to develop a sustainable community, analyzing the risks and opportunities to develop community-based tourism in a planned and sustainable in Prainha do Canto Verde. The contribution of this research is to analyze the strategy of the Prainha do Canto Verde is sustainable from the elements of the proposed framework are: the Tourism Planning, Stakeholder Participation, public policies that directly relate to the development of sustainable tourism and that influence a community generating employment and income generation, empowerment of local culture, promotion of social welfare and environmental balance. The other contribution of this research is the analysis of tourism offer to point out the possible proposals for future projects to develop community-based tourism in a planned and sustainable. It has been the problem of how to research the following question: strategy and provide stakeholder participation in a Prainha do Canto Verde tourism planning in the community capable of developing a sustainable tourism? From the definition of the research problem has the general objective: to analyze the strategy of Prainha do Canto Verde for adopting community-based tourism to achieve sustainable development. The research is qualitative, exploratory, descriptive and non-participant observation. Due to the importance and character study was a case study, with the unit of analysis Prainha do Canto Verde/CE. Data collection was conducted through interviews with key stakeholders, local and municipal. The survey data were analyzed according to the technique of path dependence and SWOT analysis. Stakeholders is of fundamental importance because they act directly in the tourism strategy of sustainable Prainha do Canto Verde. It appears that the strategy adopting community-based tourism and participation of local stakeholders provide Prainha do Canto Verde of the tourism planning in the community capable of developing sustainable tourism.
