Dissertação (Mestrado) - Universidade Federal do Ceará, Mestrado em Educação, Fortaleza (CE), 1989.This work intends to ordenate and systematize the evaluating practice applied on a trainning institution for government technicians in order to give a chance for a critical thinking over that practice itself. The purpose was to make explicit the everyday of the evaluating process perfomed there, allowing that contraditions could be studied with a more theorical, methodological rigour. For the study of the specific case of evaluatin, it started from the view that there is a conection between the pedagogical practices of the educational system and the theorical conception of the society to which this same system belongs. Amongst the pedagogical practices, there is the evaluation, which as a linking activity, acts in a way that grants the best transmission of the dominant ideology. In a capitalistic school, the evaluation processes are specially the ones which are going to legitimate that discriminative and selective power, according to the private concerns of the dominant groups, on the institutional context. Under this point of view, the function of evaluation looks much more related to those interests above mentioned. Along this work it was tried to keep loyalty to the real history of the evaluation process of the Institution's courses, so that the description, study and analysis could make possible to achieve the proposed goals. Two evaluation processes are described: one after the course evaluation of the course on the egress, and another during the course - evaluation of the process. The new knowledge that carneup of this work allowed to make clearer what is evaluation, how it looks like, which methods it makes use pedagogical practice. The conclusion achieved is that the evaluation performes a political role even though it looks like a technical activity related to methodological matters. Its observed that as taking decisions is one of the basic parts of evaluation, it's precisely on this aspect that is concentrated all the political concern on this activity. The one who takes decisions, at the end of evaluation process, attracts for himself (or herself) all the authority over the appraised object. The evaluation's problem is not only related to a question of evaluation techiniques or methods. Even the participative methods often used get damaged when they can't reach the power of decisions. It will not be with a presence of an appraiser external to the projetc that theevaluationwill be conducted in order to search for transformations on reality. On the contraty, sometimes the presence of an specialist is a symptom of an evaluation with tecnobureaucratic functions. It's suggested that the appraiser should be substituted by a teacher who's taking part of the evaluated process, and who possesses a critrical vision, able to turn evaluation into a natural activity. For future studies, it's open the discussion of what to do to change evaluation's into an educative, transforming action, that will work for the academic comunity inside an authoritative or non-democratic institution. So, it's necessary to conduct the evaluation process through more participative ways, with a clear purpose of reaching the power of decisions. Thus, evaluation would make easier the relationship between administrators and teachers, and would become a pedagogical source to think twice about reality and to face it with comittment and responsability.Este trabalho pretendeu ordenar e sistematizar a prática avaliativa experimentada numa instituição de treinamento para técnicos do setor público de modo a oportunizar um repensar crítico dessa mesma prática. A intenção foi explicitar o cotidiano do processo avaliativo realizado, anteriormente, permitindo que as contradições fossem analisadas com maior rigor teórico-metodológico. Para estudo do caso específico de avaliação, partiu-se da visão de que existe uma articulação entre as práticas pedagógicas do sistema educacional e a concepção teórica de sociedade a que o mesmo sistema pertence. Dentre as práticas pedagógicas está a avaliação que como uma atividade meio, estrutura-se de modo a permitir o melhor repasse da ideologia dominante. Dentro de uma escola capitalista são os mecanismos de avaliação em especial que vão legitimar o poder seletivo e discriminatório, atendendo aos interesses particulares de grupos no poder, dentro do contexto institucional. Sob este prisma, a função da avaliação é muito mais política do que educativa. Procurou-se ao longo do trabalho ser fiel à história do desenvolvimento do processo avaliativo dos cursos da Instituição, no período que durou a experiência, de modo que a descrição, estudo, e análise dos fatos possibilitassem o alcance dos objetivos propostos. Descrevem-se duas propostas de avaliação: uma após o curso- avaliação do curso pelo egresso e outra durante o curso - avaliação do processo. o novo conhecimento que surgiu deste estudo, permitiu tornar claro o que é avaliação, como se apresenta, que métodos se utiliza, quais as intenções subjacentes, quais as funções do avaliador e qual a importância da avaliação na prática pedagógica. A conclusão a que se chegou é que a avaliação exerce uma função política embora apareça como uma atividade técnica vinculada a questões metodológicas. Observa-se que sendo a tomada de decisão um dos componentes básicos da avaliação, é precisamente neste aspecto que se concentra todo o interesse político sobre a atividade. Quem toma as decisões, ao final do processo avaliativo, atrai para si toda a autoridade sobre o objeto avaliado. O problema da avaliação é então bem mais amplo, não se resumindo em questões técnicas ou métodos de avaliar. Mesmo os métodos participativos, usados hoje com maior frequência, ficam prejudicados nas suas intenções quando não conseguem atingir o poder de decisão. Não será também com a presença de um avaliador externo ao processo que a avaliação passará a conduzir-se no sentido de busca da transformação da realidade. Ao contrário, muitas vezes é a presença de um especialista que induz a avaliação a uma função burocratizada. Sugere-se a substituição do avaliador por um educador, participante do processo a ser avaliado, permitindo que a avaliação passe a ser uma atividade natural da proposta acadêmica. Abrem-se para futuros estudos a discussão de como fazer para converter a função da avaliação, de tecno-burocrática para uma ação transformadora educativa, a serviço da comunidade acadêmica, mesmo dentro de uma instituição autoritária ou anti-democrática. Para isto, é necessário conduzir o processo avaliativo por caminhos cada vez mais participativos com a intenção clara de atingir o poder de decisão.
