Community Mediation is considered a democratic means of conflict resolution, as it requires the active participation of those being mediated, empowering them and restoring communication between the parties. Because it is resolved within the community, it gives individuals a sense of belonging by enabling access to justice, encouraging the exercise of citizenship, and contributing to the realization of human dignity and fundamental rights, resulting in a culture of peace and social transformation. This dissertation analyzed conflict mediation as a proposed intervention strategy for community conflict mediation. The aim of this research is to analyze public policy on conflict mediation, focusing on the community center of the Parangaba neighborhood in Fortaleza, Ceará. This center is designed for the application of conflict resolution by professionals and technicians using the Community Mediation method. The general objective was to evaluate public policy on conflict mediation as a practice of social transformation in the Parangaba community center. The specific objectives were: to analyze mediators' skills in using mediation tools; to examine the percentage and types of conflicts handled from 2021 to 2024; and to determine whether the parties involved in the conflict resumed dialogue during the mediation process implemented in the research center. Data collection was conducted through semi-structured interviews with the center's coordinator, three mediators, and three mediatees. The research method used was the In-Depth Assessment proposed by Rodrigues (2008), a qualitative approach that seeks to analyze policies taking into account the complexity of the phenomena involved in their implementation: their procedural, contextual, dynamic, and flexible nature. The research demonstrated that the Parangaba Community Mediation Center offers democratic access to justice to the community it serves, in addition to fostering individuals' sense of autonomy and contributing to the development of a culture of peace and social transformation.
