Resumo: Business incubators first appeared in Brazil in the 1980s and, according to the literature, have been a solid institution over the past 10 years. They provide subsidies for the preparation of new enterprises and favor the dissemination of an entrepreneurial culture, thereby stimulating the development and growth of new and small businesses. Incubators may be organized into networks which have an executive function. Such networks help accomplish the goals of the incubators by creating a synergy between members for greater overall efficiency and competitiveness. To do so, a network must provide a framework in which a set of connected organizations can carry out long-term cooperative actions aimed at common and/or complementary objectives. Studies have shown that incubator networks can be operationalized using a governance model which reflects the way the objectives of the network should be accomplished. Such models have already been adopted in some incubators, technopoles and incubator networks. The adoption by incubator networks of governance principles can improve the level of transparency and communication between managers and stakeholders and create value for the institution. The objective of this study was to evaluate the level of adherence of the Ceará Network of Business Incubators (RIC) to a theoretical governance model for incubator networks. The purpose of the RIC is to promote integrated development of innovative firms through business incubators, technopoles and incubator programs. This was an exploratory and qualitative single-case study based on the collection of primary data through questionnaires and meetings with the study subjects (the chairman of RIC and the managers of seven of the eight member incubators) between September 2012 and March 2013. The results show that the profile of the member incubators is similar to that observed in a national study by ANPROTEC (2012). This was somewhat surprising since the practice of business incubation was only recently introduced in the state of Ceará. In addition, our results show that, according to the managers of the member incubators, RIC adheres to certain practices of corporate governance, such as equity and corporate responsibility. It may therefore be concluded that, although no structured governance model has yet been formally adopted, RIC adhered partially to the theoretical governance model for incubator networks. However, as an agent of governance, the network can optimize its relationship with voluntary and, especially, involuntary stakeholders (represented in the model by the member incubators, incubated businesses and graduates), thereby raising the level of confidence between the parts and boosting overall competitiveness.

As incubadoras de empresas fornecem subsídios na preparação de novos empreendimentos, favorecem a disseminação de uma cultura empreendedora, estimulando o desenvolvimento e crescimento de novos e pequenos negócios. Neste sentido, são formadas as redes de incubadoras, que têm uma função executiva junto ao conjunto de incubadoras. Na rede de incubadoras, ocorre um relacionamento sinérgico entre as incubadoras, em prol da eficiência destas, que resulta em empresas incubadas de maior competitividade. Então, pode-se conjecturar que uma rede de incubadoras contribui efetivamente para que o objetivo das incubadoras de empresas seja alcançado. Para tanto, é necessário que a rede seja capaz de fazer com que um conjunto de organizações ligadas entre si desenvolva ações cooperativas no longo prazo, voltadas ao alcance de determinados objetivos comuns e/ou complementares. Estudos sinalizam que uma rede de incubadoras pode ser operacionalizada a partir de um modelo de governança, que representa a forma como os objetivos da rede de incubadoras devem ser alcançados, sendo inclusive identificados alguns modelos de governança adotados em incubadoras, parques tecnológicos e redes de incubadoras. A adoção de princípios de governança pelas redes de incubadoras pode melhorar o nível de transparência e comunicação dos responsáveis pela gerência com as partes interessadas, além de gerar valor para a instituição. Nesse contexto, o objetivo desta pesquisa consiste em verificar a aderência da Rede de Incubadoras de Empresas do Ceará (RIC) a um modelo teórico de governança para redes de incubadoras. A RIC tem a finalidade de promover o desenvolvimento integrado entre as empresas inovadoras, através das incubadoras de empresas, parques tecnológicos e programas de incubação. Desta forma, trata-se de uma pesquisa exploratória, de natureza qualitativa, realizada através de um estudo de caso único, sendo os dados primários obtidos por meio da aplicação de questionários e em reuniões junto aos sujeitos sociais da pesquisa que são a Presidente da RIC e os gestores de sete das oito incubadoras associadas à rede, entre setembro de 2012 e março de 2013. Com base na investigação realizada, constatou-se que o perfil das incubadoras associadas à rede revela consonância com os resultados da pesquisa nacional da ANPROTEC (2012), o que diverge do esperado inicialmente, tendo em vista que o movimento de incubadoras no Estado do Ceará é recente e ainda incipiente. Os resultados demonstram que a RIC adere a alguns princípios de governança corporativa, como a equidade e a responsabilidade corporativa, segundo a percepção dos gestores das incubadoras associadas. Conclui-se, portanto, que apesar da RIC não possuir nenhum modelo estruturado de governança até o momento, a rede adere parcialmente ao modelo teórico de governança para redes de incubadoras.
