Resumo: The present research aims to problematize the contradictions of the higher education policy in Ceará and the forms of resistance of the teaching movement of state universities, in the governments of Lúcio Alcântara, Cid Gomes and Camilo Santana (2003 3 2022). It is important to identify the relationship between the advances made in the three institutions and the struggles that occurred in periods of intensification of the resistance of the teachers' movement, thus capturing their significance for this policy. The main objective of this research is to analyze the higher education policy of Ceará, in the aforementioned governments, and the unified struggles carried out by the teaching movement in the context of survival of institutions. In the specific objectives: 1) to analyze the current changes in the world of work and repercussions on the organization of workers; the neoliberal agenda and the constitutive elements of the counter-reform of the Brazilian State and the impacts on higher education; 2) to identify the contradictions generated by the higher education policy in Ceará and its repercussions in the state universities of Ceará (UECE, URCA and UVA); 3) To rescue, record and analyze the main forms of resistance and achievements, mobilized by the unions of state universities, focusing on the analysis of the achievements of the teaching movement and their significance for the higher education policy of the State. It is a documentary and bibliographic research with authors from the critical field, who contemplate the categories of this study: higher education policy, teaching movement, state university, using dialectical historical materialism for the analysis. We highlight the current changes in the world of work and the implications in the organization of workers, which, in line with neoliberalism and the counter-reform of the Brazilian State, have impacted higher education in the process of commodification, proven through a survey of data on universities. Finally, we have seen that the three state universities, over the years, have survived thanks to collective struggle, through strikes that resulted in achievements for the academic community, exposing their significance for the state's higher education policy. Universities only exist because they resist.

É importante identificar a relação entre os avanços obtidos nas três instituições e as lutas que ocorreram em períodos de intensificação da resistência do movimento docente, captando, assim, o seu significado para essa política. O objetivo principal desta pesquisa é analisar a política de educação superior do Ceará, nos governos supracitados, e as lutas unificadas protagonizadas pelo movimento docente no contexto de sobrevivência das instituições. Nos objetivos específicos buscamos: 1) analisar as atuais mudanças no mundo do trabalho e repercussões na organização dos trabalhadores; a agenda neoliberal e os elementos constitutivos da contrarreforma do Estado brasileiro e os impactos sobre a educação superior; 2) identificar as contradições geradas pela política de educação superior no Ceará e seus rebatimentos nas universidades estaduais cearenses (UECE, URCA e UVA); 3) Resgatar, registrar e analisar as principais formas de resistência e conquistas, mobilizadas pelos sindicatos das universidades estaduais, com foco na análise das conquistas do movimento docente e seu significado para a política de educação superior do Estado. É uma pesquisa documental e bibliográfica com autores do campo crítico, que contemplam as categorias deste estudo: política de ensino superior, movimento docente, universidade estadual, utilizando para a análise o materialismo histórico dialético. Evidenciamos as atuais mudanças no mundo do trabalho e as implicâncias na organização dos trabalhadores que, alinhadas ao neoliberalismo e à contrarreforma do Estado brasileiro, impactaram a educação superior no processo de mercantilização, comprovada por meio de levantamento de dados sobre as universidades. Por fim, vimos que as três universidades estaduais, ao longo dos anos, têm sobrevivido graças à luta coletiva, por meio de greves que resultaram em conquistas para a comunidade acadêmica, expondo o seu significado para a política de educação superior do Estado.
