A República e Rui Barbosa: o projeto de industrialização em um país de bases agrícolas (1889-1891)

The present dissertation research aims to analyze Rui Barbosa's economic thought and performance as the first minister of Finance of the republican period, a position he held between the period from November 15, 1889 to January 20, 1891, in order to to identify its actions in the execution of the project of economic growth of the Republic which was based on the development of the industry reconciled with the traditional agro-export sector. We used the speeches given and written by Rui Barbosa, which were made available by Fundação Casa de Rui Barbosa, in order to identify the path of the agent's political and economic ideas until his arrival at the Ministry of Finance. To identify the actions related to the economic diversification project, we analyzed the following documents from 1889 to 1891: Reports from the Ministry of Finance, Presidential Messages, Collection of Republican Laws and telegrams located in the Historical Archive of Itamaraty (RJ). Based on this discussion, we identified the existence of an industrial thought in Rui Barbosa, which consisted of defending the development of national industry in harmony with the agro-export sector. In addition, during the period he was in the Ministry of Finance, Rui engendered a series of national and international economic policies, which resulted in a certain growth in the number of industrial enterprises in Brazil.
