This dissertation analyzes the Family Health Program (FHP) in Itaperuna, a city in the northwest of Rio de Janeiro state. It is known that FHP represents the main strategy of intervention to make Basic Attention possible, so that the model of health assistance centered in prevention and health actions with multidiscipline teams can come true. Itaperuna, in spite of being a small town, represents the reference in health in the northwest region of Rio de Janeiro State, because it is a university town and also a reference for medium and high complexity. This study tries to analyze in the implantation and goals proposed by FHP and what its role in the local health status is. This study aims, therefore, to understand it s repercussion in the extension of assistance practice in the first level of attention, it s role as a front door in the local health system, the quality of assistance, the flow of reference and counter-reference with the other levels of assistance and the impact of the actions in the Basic Attention indexes. The methodology used in this study is based on a quality analysis of the program, involving interviews with actors connected to the local direction, evaluation quizzes and consults to official data bank, such as SIAB, other than the analysis of local health projects and plans. The FHP in Itaperuna was implanted in 1997 and has nowadays 16 Family Health Units and it reaches almost 50% of the population. The coverage of assistance at primary level has improved, as well as the access to this service, without any affective result in reference and counter reference, however. It has also been observed that the program doesn t perform actions concerning Women s Health or Children s Health. What is more, the city still has the profile of valorization of high complexity and a negative tendency as far as Basic Attention Indexes are concerned, what reinforces the need for interventions in this field. 22 KEY-WORDS: Family health, basic attention.
