Resumo: Since 1991, the Conformity Assessment Programs for Fire Extinguishers, concerning the production process and the inspection and maintenance process of fire extinguishers, are managed by Inmetro. In order to improve the programs, several insertions - the adoption of legal, technical and conformity assessment regulation - have been done by Inmetro. Nowadays, there is a vast quantity of portable fire extinguishers present at several society segments in Brazil, which display the conformity mark. Such trademark indicates that the fire extinguisher is in compliance with the Conformity Assessment Regulations issued by Inmetro, the Brazilian body responsible before regulation bodies and the Brazilian society for verifying the conformity of fire extinguishers to the present regulations. Therefore, the objective of this study is to define, elucidate and compare the Conformity Assessment Program for Fire Extinguishers, concerning the manufacturing process, established in Brazil and in the United States of America. In addition to this, it attempts to assess critically Class D and K fires, by developing proposals and regulation requirements.

Desde o ano de 1991, o Inmetro vem aperfeiçoando os programas, realizando inúmeras inserções, com adoção de Portarias, Regulamentos Técnicos e Regulamentos de Avaliação da Conformidade. Atualmente, existe uma quantidade quase imensurável de extintores de incêndio portáteis, presentes em vários segmentos da sociedade, com o selo de identificação da conformidade, cujo objetivo é indicar que o extintor de incêndio está em conformidade com os Regulamentos de Avaliação da Conformidade, emitidos pelo Inmetro. O Inmetro assume perante aos órgãos regulamentadores e a sociedade brasileira em geral, a responsabilidade de que os extintores de incêndio estejam em conformidade com a regulamentação vigente. Nesse sentido, o presente estudo tem por objetivo definir, aclarar, comparar o Programa de Avaliação da Conformidade de Extintores de Incêndio Fabricação, estabelecido no Brasil e nos Estados Unidos. A metodologia utilizada foi comparativa baseada nas práticas adotadas pelo Inmetro, órgão regulamentador de programas de avaliação da conformidade e nas práticas adotadas no Estados Unidos tomando por base o programa de avaliação da conformidade estabelecido pelo organismo Underwriters Laboratories Inc. UL. Além disso, procura avaliar criticamente as classes de incêndio D e K, estabelecendo propostas e requisitos regulamentadores.
