The idea of this study was originated by one of Resolution by CONTRAN which delegated powers to INMETRO for the verification of instruments able to determine the alcoholic concentration carried on the breathed air out by the examined person and it was carried on due to the understanding that the metrological reliability in these instruments and indicators was relative, and that only the society s awareness could produce the desired effects, arising out of the installation and development of the traffic safety culture. The main purposes of this dissertation were to: evaluate the performance of the ethylotests and breath alcohol analyzers applicable to drivers, emphasize that the results obtained in the tests with ethylometers are always considered as estimated because people are different and the variants that influence on the result of the test are not kept these into citizens responsible for their decision to buy and consume alcoholic drinks before driving or handling any kind of machine which could referent a potential risk for him / herself or other people. This study was carried out in two stages. Initially, it was intended to implant in Brazil the metrological control of instruments and indicators used for measuring the alcoholic content which are not well known, called breath alcohol analyzers or ethylometers and ethylotests respectively and, later on, a propose of implantation and development of a traffic safety culture presenting suggestions that could contribute for the consolidation of the educational process which has to be urgently implanted in the country. This study emphasize that in the developed of the urban civilize, the improvement of the individual and collective behavior should result in the social responsibility taken over by the Govermment and the society and that based on the use of appropriate strategies it will possible to guide these behaviors and change the ominous results of traffic statistics, motivating the implantation of healthy and responsible procedures
