The present research had the purpose of analyzing the transparency of the municipal public management in home pages in the municipalities that integrate the Conselho Regional de Desenvolvimento das Missões/RS. To achieve this goal, the methodology adopted was the descriptive research, with a quantitative-qualitative approach. In the data collection, the degree of compliance with the Law of Access to Information (Law 12.527/2011) was first evaluated in the electronic portals of the municipalities investigated, through the application of EBT (Escala Brasil Transparente), as well as the Passive transparency through the electronic request for access to information; In the sequence, the ITGP-M (Índice de Transparência da Gestão Pública Municipal) was added to EBT; And lastly, interviews were conducted with ten public managers in order to deepen the results found in the previous stage. The results show that in the region covered by COREDE Missões the levels of transparency are considered low. According to EBT, only one municipal in the region reached a maximum score (10.00). According to ITGP-M, the situation is even worse, because on a scale of 0 to 143, the municipality with the best index reached 76 points, obtaining a transparency index of 53%, which is considered a good level, However, only three municipalities in the region are at this level, while the others are in situations considered to be bad, with the last one registering an index of 35 points, representing 24% of transparency. The qualitative step of the study corroborates the findings in the quantitative stage. According to the reports of the public managers, there is some resistance regarding the availability of information, predominanting the patrimonialist culture. The mandatory disclosure data are provided without reservation, while the others pass through the "filter" of the administration, which has prevented the effectiveness of the LAI. So, to materialize LAI in the region under analysis as a public policy, it is urgent to train public agents and managers regarding access to information, because they are the ones who have the role of implementing such policy and have direct contact with the citizen, representing the State in this relationship.
