Organização estudantil e luta política: o caso do CES/Fundeste de Chapecó-SC (1977-1985)

Resumo: The study deals with the performance of the students of the Center for Higher Education of the West Development Educational Foundation (CES / Fundeste) in Chapecó during the period in which the reconstruction of the student representative entities and the process of political redemocratization of Brazil (1977 - 1985). Deviating from the axis of the large public universities and the street manifestations of the large centers, our main objective was to understand the dynamics of the student organization of CES/Fundeste in the development of their struggles and their consequences for the institution and the municipality. Based on the bias of social history and using the use of qualitative content analysis, the work has its central pillar in oral history and is complemented by documentary research and bibliographic research, which is the theoretical framework on the student movement theme and educational policies of the 1960s. We recall that in Brazil, access to higher education is seen as a democratic element of social ascension and transformation of realities, however, divergences in the objectives of public, private or mixed institutions can lead education to take different directions, problematized element in the work to understand that the teaching offered in CES/Fundeste presented orientation associated to the technicalism and the theory of the human capital defended by the military regime. It was found that the performance of the DCE exhibited two distinct moments, except the first of alignment and support to the institution with the search for political neutrality and representative isolation, while in the second there was expansion of the agenda and approximation with the state and national entities (UCE and UNE ) as well as the presentation of a declared partisan political stance. The research also allowed the perception that the surveillance agency were active in the municipality and the Higher Education Center. It was concluded that students within their different positions participated significantly in the consolidation of CES/Fundeste and influenced social, political and economic changes in the municipality. Finally, the work beyond conclusions, enables other fields of reflection the political and social agents, as well as on higher education in the west of Santa Catarina.

Desviando do eixo das grandes universidades públicas e das manifestações de rua dos grandes centros, tivemos como principal objetivo a compreensão da dinâmica da organização estudantil do CES/Fundeste no desenvolvimento de suas lutas e das consequências destas para a instituição e para o município. Embasada pelo viés da história social e valendo-se da utilização da análise de conteúdo de forma qualitativa, o trabalho tem seu pilar central na história oral e é complementado por pesquisa documental e pesquisa bibliográfica, esta configurando o referencial teórico sobre a temática do movimento estudantil e das políticas educacionais da década de 1960. Lembramos que no Brasil, o acesso ao ensino superior é visto com um elemento democrático de ascensão social e transformação de realidades, todavia, divergências nos objetivos de instituições públicas, privadas ou mistas podem levar a educação a tomar diferentes rumos, elemento problematizado no trabalho ao compreender que o ensino no oferecido no CES/Fundeste apresentava orientação associada ao tecnicismo e à teoria do capital humano defendidos pelo regime militar. Verificou-se que atuação do Diretório Central dos Estudantes (DCE) exibiu dois momentos distintos, sendo o primeiro de alinhamento e apoio a instituição com a busca pela neutralidade política e isolamento representativo, enquanto no segundo houve expansão das pautas e aproximação com as entidades estadual e nacional – União Catarinense dos Estudantes (UCE) e União Nacional do Estudantes (UNE) – bem como apresentação de uma postura declaradamente político-partidária. A pesquisa também possibilitou a percepção de que órgão de vigilância encontravam-se ativos no município e no Centro Superior de Ensino. Foi possível concluir que os estudantes dentro de seus diferentes posicionamentos participaram de forma significativa para a consolidação do CES/Fundeste e influenciaram em alterações sociais, políticas e econômicas no município.
