Resumo: | Inserted in the Public Administration and Organizations research line of the Postgraduate Program in Public Administration, this study aims to analyze the application of the principles of circularity in the sustainability projects of the Court of Justice of the State of Goiás (TJGO), so that, in the end, with a technical-technological product, offer guidelines for the implementation of the circular economy, based on what is already being implemented in the organization. For this, a qualitative methodology structured in three stages was chosen. Initially, a systematic literature review addressed the dimensions of circularity in public administration, identifying common principles and strategies through the analysis of 56 selected articles. The second stage consisted of a documentary analysis of 8 sustainability projects and the TJGO Sustainable Logistics Plan (PLS) and its reports, aiming to locate circular elements. Finally, a Technical-Technological Product (TTP) was prepared — a guide with recommendations and guidelines to promote circularity in the court. The results show that, although the initiatives are more focused on sustainability, there are indications that the Court's projects have circular practices that can serve as a basis for evolving management towards the circular economy. The literature indicates that circularity efforts in the public sector focus mainly on strategies such as recycling. However, to advance circularity, it is necessary to adopt more advanced strategies such as those indicated in the 10 R’s (Refuse; Rethink; Reuse; Reduce; Repair; Reform; Remanufacture; Reuse; Recycle and Recover). There is also a growing interest in adopting the circular model, involving producers, governments and researchers in the search for sustainability through the circular economy. Therefore, analyzing sustainable initiatives with a focus on circular aspects can help identify challenges and opportunities for improvement. In addition, greater engagement of the public sector in circular practices can promote more efficient management of resources and reduce environmental impact, in addition to encouraging private entities to adopt the circular model. Para isso, foi escolhida uma metodologia qualitativa estruturada em três etapas: inicialmente, uma revisão sistemática de literatura abordou as dimensões de circularidade na administração pública, identificando princípios e estratégias comuns através da análise de 56 artigos selecionados. A segunda etapa consistiu em uma análise documental de oito projetos de sustentabilidade e do Plano de Logística Sustentável (PLS) do TJGO e seus relatórios, visando localizar elementos circulares. Por fim, foi elaborado um produto técnico-tecnológico (PTT) — uma cartilha com orientações e diretrizes para fomentar a circularidade no tribunal. Os resultados mostram que, embora as iniciativas estejam mais focadas na sustentabilidade, há indícios que os projetos do Tribunal possuem práticas circulares que podem servir como base para evoluir a gestão rumo à economia circular. A literatura indica que os esforços de circularidade no setor público se concentram principalmente em estratégias como a reciclagem, contudo, para avançar na circularidade é preciso a adoção de estratégias mais avançadas como as indicadas nos 10 R’s (Recusar; Repensar; Reduzir; Reusar; Reparar; Reformar; Remanufaturar; Reaproveitar; Reciclar e Recuperar). Observa-se também um crescente interesse em adotar o modelo circular, envolvendo produtores, governos e pesquisadores na busca de atingir a sustentabilidade através da economia circular, logo, analisar iniciativas sustentáveis com foco em aspectos circulares ajuda a identificar desafios e oportunidades de melhorias. Além disso, um maior engajamento do setor público em práticas circulares pode promover uma gestão mais eficiente de recursos e diminuir o impacto ambiental além de incentivar entidades privadas a adotarem o modelo circular.
