Resumo: For the Brazilian Health System (SUS) to be effective and able to meet all doctrinal and organizational principles for which it was designed, it needs to be well structured. In this sense, we realize that the efforts made by the Health Ministry in order to strengthen and institutionalize planning, through the elaboration and implementation of their planning instruments, considered as of great importance taking into account that it is a relevant management mechanism which aims at giving directionality to the consolidation process of SUS. This study aimed at analyzing the implementation process of the State Health Plan of Goiás for the four-year period of 2012-2015, as well as answering the following questions: how is the implementation process of the State Health Plan 2012-2015 being developed? (b) which methodology is used to design the plan? c) How structured is the monitoring and evaluation process of the Annual Schedules of health? d) What advantages and difficulties were identified in the implementation process of the Health Plan? This is a case study, exploratory qualitative research in which the author used as a secondary data source: The Annual Health Schedules and Annual Management Reports. Data was collected through two sources which allowed monitoring implementation of the goals, identifying the following aspects: the guideline, the goal, the percentage of implementation of goals, the area and the factors which are responsible for facilitating and inhibiting execution. The theoretical framework used was based on concepts and approaches on Carlos Matus’s situational strategic planning, Mario Testa’s Assumption of consistency and Habermas’s communicative action. We also analyzed theoretical course on public policies and their constituting elements. Another relevant point discussed was the concept of strategic management, resultoriented management, directly related to the implementability of government policies and programs, in an environment marked by increasing limitations to development funding from fiscal resources. We also presented the legal framework of the Government and the SUS. The results show that the process of institutionalization of planning, through implementation of the State Health Plan and other planning instruments of SUS, has not been effective yet in SES-GO. It is mentioned the various initiatives and strategies developed by managing instances of SUS in the search of incorporation of such instruments. We emphasize the need to improve working practices of management of SUS in Goiás, through the expansion of room for dialogue and negotiation, enabling the technical areas and promoting partnerships with educational institutions.

Nesse sentido, percebem-se os esforços empreendidos pelo Ministério da Saúde em busca de fortalecer e institucionalizar a atividade de planejamento, por meio da elaboração e implantação dos seus instrumentos de planejamento, considerada de grande importância na medida em que se configura um relevante mecanismo de gestão que visa conferir direcionalidade ao processo de consolidação do SUS. Este estudo objetivou analisar o Processo de Implementação do Plano Estadual de Saúde de Goiás para o quadriênio de 2012-2015, bem como responder às seguintes questões: De que forma vem se desenvolvendo o processo de implementação do Plano Estadual de Saúde 2012-2015? Qual a metodologia de trabalho utilizada na elaboração do Plano? De que forma se estruturou o processo de monitoramento e avaliação das Programações Anuais de Saúde? Quais as facilidades e dificuldades identificadas no processo de implementação do PS? A estratégia escolhida para a investigação foi o estudo de caso, tipo exploratório. É uma pesquisa qualitativa na qual a autora utilizou como fonte de dados secundários: Programações Anuais de Saúde e Relatórios Anuais de Gestão. A coleta de dados foi realizada por meio de duas matrizes que permitiram o monitoramento da situação da execução das metas, identificando os seguintes aspectos: a diretriz, a meta, o percentual de execução da meta, a área responsável e os fatores facilitadores e inibidores da execução. O referencial teórico utilizado se fundamentou em conceitos e abordagens sobre o planejamento estratégico situacional de Carlos Matus, o Postulado da Coerência de Mário Testa e o Agir Comunicativo de Habermas. Realizou-se, ainda, um percurso teórico sobre as políticas públicas e os elementos que as constituem. Outro ponto relevante abordado foi o conceito de gestão estratégica, uma gestão orientada para resultados, diretamente relacionada à implementabilidade das políticas e programas de governo, num ambiente marcado por limitações crescentes ao modelo de financiamento do desenvolvimento a partir de recursos fiscais. Apresentou-se, também, o arcabouço legal do planejamento do Governo e do SUS. Os resultados evidenciados demonstram que o processo de institucionalização do Planejamento, por meio da implementação do Plano Estadual de Saúde e dos demais instrumentos de planejamento do SUS, ainda não foi efetivado na SES-GO. Citam-se, ainda, as diversas iniciativas e estratégias desenvolvidas pelas instâncias gestoras do SUS na busca pela incorporação dos referidos instrumentos.
