This study uses a hypothetical-deductive approach to test the hypothesis that projects funded between 2021 and 2023 in the sustainable bioeconomy sector contribute to both carbon neutrality and sustainable regional development within the RGID.The methodology is based on the qualitative analysis of bibliographic and documentary data, combined with the application of public policy evaluation models. Specifically, the Simple Systemic Model, which allows for a holistic view of the policy, and Process Evaluation, which details the implementation stages and initial results. Therefore, the general objective of the study is to evaluate the contribution of FUNDECT subsidies in the bioeconomic sector to the effective implementation of MS Carbono Neutro, with a focus on sustainable regional development. In this regard, the specific objectives are: to differentiate bioeconomy from sustainable bioeconomy and analyze their interrelations with sustainable regional development; to investigate the origins, influences, and foundations of the MS Carbono Neutro Plan; and, through public policy evaluation methods, to assess whether the investments made by FUNDECT within the State Plan constitute an effective strategy to promote sustainable development in the region. In conclusion, considering that the RGID is composed of municipalities with great potential for a sustainable economy due to their prominent agricultural production, research that involves only the municipalities of Dourados and Naviraí may be insufficient, given the diversity and economic capacity of the region. Furthermore, sustainable bioeconomy is not a comprehensive solution and requires a balanced approach between incentives and monitoring, so that the bioeconomic model does not have adverse effects, overload the environment further, or become a mere symbolic bioeconomy model.
