A Educação Física na atenção básica do SUS: uma revisão integrativa

Resumo: The study aimed to examine the inclusion of physical education in the field of primary health care in Brazil, from scientific articles published in the period between 2005 and 2015. To do so, have been gathered through the Latin American literature and Caribbean Center on health sciences and health sciences descriptors, scientific articles with relation to the theme of physical education in the primary health care of the unified health system (SUS). In total, 40 studies responded to the inclusion and exclusion criteria and composed the database of this dissertation. Data analysis was performed on the basis of three categories, namely: "physical education in the primary health care "; "The teacher of physical education (PEF) in the primary health care "; and "area of study in physical education for the SUS". The findings indicated that the inclusion of physical education in the primary health care is linked to increased morbidity and mortality of the Brazilian population as a result of chronic non-communicable diseases and the scientific proof of the benefits of regular practice of physical activity to health. In this sense, the Policy of National Health Promotion played a fundamental role in this insert, because, from her bodily and physical activity practices have become one of the priority themes in the Organization and conduct of public policies for health promotion in Brazil. Regarding to the choice between being physically active or not, income, educational level, professional occupation, lack of social support, distance of suitable sites for the practice and the lack of professional advice, were singled out as key factors that influence the choice of people to practice physical activity in leisure time. In this sense, people with lower income and education level, inhabitants of poor areas and away from public spaces suitable for the practice of physical activities, have been identified as the most prone to sedentary. With regard to the performance of PEF in the primary health care, Centers of Support for Family Health (NASF) and the local programs of health promotion and physical activity, such as city academies, were nominated as the main spaces in which these professionals have developed their activities. In these spaces, the studies indicated that the formation and conduct of physical exercise classes, gymnastics and hiking groups are among the main functions carried out by PEF. Regarding to the area of study in physical education for the SUS, the studies showed that there is a gap between the syllabus of undergraduate courses in physical education and the contents of the public health and collective health. In this sense, has been pointed that the load time for discussions of topics related to public health and to the accumulation of academic experiences within the SUS is insufficient, or even non-existent in most institutions of higher education. In this way, the PEF that work, or wish to work, in the SUS have resorted to graduate and multiprofessional health residences, as a means to qualify and fill the void left by graduation.

Para tanto, foram reunidos, por meio da Literatura Latino-Americana e do Caribe em Ciências da Saúde e dos Descritores em Ciências da Saúde, artigos científicos que possuíam relação com a temática da educação física na atenção básica do Sistema Único de Saúde (SUS). No total, quarenta estudos responderam aos critérios de inclusão e exclusão e compuseram o banco de dados desta dissertação. A análise dos dados foi realizada com base em três categorias, sendo elas: “A educação física na atenção básica”; “O professor de educação física (PEF) na atenção básica”; e “A formação em educação física para a atuação no SUS”. Os achados indicaram que a inserção da educação física na atenção básica está relacionada ao aumento da morbimortalidade da população brasileira em decorrência das doenças crônicas não transmissíveis e às comprovações científicas, quanto aos benefícios da prática regular de atividade física para a saúde. Neste sentido, a Política Nacional de Promoção da Saúde desempenhou papel fundamental nesta inserção, pois, a partir dela, as práticas corporais e atividades físicas se tornaram um dos temas prioritários na organização e condução de políticas públicas de promoção da saúde no Brasil. Quanto à escolha entre ser ou não fisicamente ativo, a renda, o nível educacional, a ocupação profissional, a falta de suporte social, distância de locais adequados para a prática e a falta de aconselhamento profissional, foram apontados como principais fatores que influenciam a escolha das pessoas em praticar atividade física no tempo de lazer. Neste sentido, as pessoas com menor renda e nível educacional, habitantes de regiões mais precárias e distantes de espaços públicos adequados para a prática de atividades físicas, foram apontadas como as mais propensas ao sedentarismo. No que se refere à atuação do PEF na atenção básica, os Núcleos de Apoio à Saúde da Família (NASF) e os programas locais de promoção da saúde e atividade física, como por exemplo as academias da cidade, foram apontados como os principais espaços em que estes profissionais têm desenvolvido suas atividades. Nestes espaços, os estudos indicaram que a formação e condução de classes de exercícios físicos, grupos de ginástica e de caminhada estão entre as principais funções desenvolvidas pelos PEF. Quanto à formação em educação física para a atuação no SUS, os estudos apontaram que existe um distanciamento entre os currículos dos cursos de graduação em educação física e os conteúdos da saúde pública e saúde coletiva. Neste sentido, foi levantado que a carga horária destinada às discussões de temas relacionados à saúde coletiva e ao acúmulo de experiências dos acadêmicos no SUS é insuficiente, ou até mesmo inexistente, na maioria das Instituições de Ensino Superior brasileiras.
