Resumo: This work is resulted of a research about risk and potential of combat to social exclusion in small cities of the south of Minas Gerais through social-economic gauges extracted of the Ecological-Economic Zoning of Minas Gerais (ZEE-MG). It was studied 154 cities of the south of Minas which are considered as small cities with until 50,000 habitants and demographic density lesser 80 inhabitants for km ². This research is characterized as exploratory and was divided in two stages. First stage, a bibliographical revision was realized in which the pertinent subjects were considered in detail, with objective to identify the concept of social exclusion, in theoretical terms, a more consistent form. This phase also involved other terms such as public administration models and the constitution of the modern State, as well as data concerning the ZEE-MG. In this first stage, the multidiscipline character of the concept of social exclusion was considered and there is a possibility of to conceptualize the social exclusion, but is not possible to define it of empirical form. As to define the social exclusion empirically is very difficult, this study was looked to identify and to analyze diverse factors that indicate the risk of social exclusion. The second stage of the research was exactly to relate such factors with the ZEE-MG. In this way, was possible the construction of two indexes: one referring to the risk of social exclusion in the cities and other referring to the combat potentiality social exclusion of the cities. The construction of the indices followed the methodological model adopted by the ZEE-MG and derivative of the classic formula of Armatya Sen, during the construction of the Human Development Index. In which the index of exclusion risk concerns, was used seven indexes of the ZEE, which are: tax of occupation, tax of inverted inoccupation, income, education, habitation, health and public security. In which the construction of the index of combat potentiality of the exclusion concerns, was used eleven indexes of the ZEE, which are: economic activities farming, economic activities industry, economic activities services, financial capacity, institutional capacity, capacity of management, professionalizing education, institutions of inspection and control, management of the culture, existence of juridical district and capacity of application of the law. The Index of Risk of Social Exclusion was classified as: very high risk of exclusion, high risk of exclusion, average risk of exclusion, low risk of exclusion and very low risk of exclusion. In relation to the Index of Potentiality of Combat the Exclusion, the cities was classified as: conditions very favorable to the combat to the exclusion, conditions favorable to the combat to the exclusion, conditions little favorable to the combat to the exclusion, precarious conditions of combat the exclusion and very precarious conditions of combat the exclusion. In general, the results of the Indexes of Risk of Social Exclusion in the small cities of the south of Minas present good results, where no city was categorized as cities of very high risk of exclusion and 104 cities were categorized as cities of risk very low or cities of low risk of social exclusion. The cities with better values were: Monte Sião, Jacutinga, São José da Barra, Santana da Vargem and Ouro Fino. Already the five cities that presented the worse resulted were: Toledo, Consolação, Bocaina de Minas, Munhoz and Córrego do Bom Jesus. In relation to the Index of Potential of Combat to the social exclusion, the results of the searched cities were not so good. Considering all of the 154 cities, 51 presented precarious or very precarious conditions of combat to the social exclusion. The cities that presented the best values were: Oliveira, Machado, Ouro Fino, Perdões and Andradas. The cities that presented the worse resulted were: Munhoz, São Tomás de Aquino, Toledo, Senador Amaral and Venceslau Brás.

Foram pesquisados 154 municípios do Sul de Minas, considerados de pequeno porte, ou seja, cuja população seja inferior a 50 mil habitantes e densidade demográfica menor do que 80 habitantes por km². Esta pesquisa caracteriza-se como exploratória, com a utilização predominante de dados quantitativos, sendo dividida em duas etapas. Na primeira, foi realizada uma revisão bibliográfica sobre os temas pertinentes, com o objetivo de identificar, de forma mais consistente possível, o conceito de exclusão social, em termos teóricos. Esta fase envolveu também dados sobre os modelos de administração pública e a constituição do Estado moderno, bem como dados acerca do ZEE-MG. Nesta primeira etapa, percebeu-se o caráter multidisciplinar do conceito de exclusão social e que é possível conceituar exclusão social, mas não é possível defini-lo de forma empírica. Tendo em vista a impossibilidade de definir empiricamente exclusão social, procurou-se identificar e analisar diversos fatores que indicam o risco de exclusão social. A segunda etapa da pesquisa foi justamente relacionar tais fatores com indicadores do ZEE-MG. Desse modo, os indicadores estudados permitiram a construção de dois índices: um referente ao risco de exclusão social nos municípios e outro referente à potencialidade de combate à exclusão social dos municípios. A construção dos índices seguiu o modelo metodológico adotado pelo ZEE-MG e derivado da fórmula clássica de Armatya Sen, ao construir o Índice de Desenvolvimento Humano. Para o índice de risco de exclusão foram utilizados sete indicadores do ZEE. São eles: taxa de ocupação, taxa de desocupação invertida, renda, educação, habitação, saúde e segurança pública. Para a construção do índice de potencialidade de combate à exclusão foram utilizados onze indicadores do ZEE: atividades econômicas - agropecuária, atividades econômicas - indústria, atividades econômicas - serviços, capacidade financeira, capacidade institucional, capacidade de gestão, ensino profissionalizante, instituições de fiscalização e controle, gestão da cultura, existência de comarcas e capacidade de aplicação da lei. O Índice de Risco de Exclusão Social foi classificado como: risco muito alto de exclusão, risco alto de exclusão, risco médio de exclusão, risco baixo de exclusão e risco muito baixo de exclusão. Em relação ao Índice de Potencialidade de Combate à Exclusão, os municípios foram classificados como: condições muito favoráveis ao combate à exclusão, condições favoráveis ao combate à exclusão, condições pouco favoráveis ao combate à exclusão, condições precárias de combate à exclusão e condições muito precárias de combate a exclusão. No geral, os resultados dos Índices de Risco de Exclusão Social nos municípios de pequeno porte do Sul de Minas apresentaram bons resultados, não tendo nenhum município sido categorizado como de risco muito alto de exclusão e 104 foram categorizados como municípios de risco muito baixo e de risco baixo de exclusão social. Dos municípios analisados, os cinco melhores valores foram dos municípios de Monte Sião, Jacutinga, São José da Barra, Santana da Vargem e Ouro Fino. Já os cinco municípios que apresentaram os piores resultados foram: Toledo, Consolação, Bocaina de Minas, Munhoz e Córrego do Bom Jesus. Em relação ao Índice de Potencial de Combate à Exclusão Social, os resultados dos municípios pesquisados não foram tão bons. De 154 municípios, 51 apresentaram condições precárias ou muito precárias de combate à exclusão social. Os municípios que obtiveram os melhores valores foram: Oliveira, Machado, Ouro Fino, Perdões e Andradas.
