The Public Administration has been required to improve its efficiency levels. Efficient public spending is that which maximizes social benefit, providing quality public services, promoting sustainable economic growth and meeting the needs of the population. In this context, the objective of this dissertation was to investigate the levels of efficiency in public spending of the municipalities of Minas Gerais belonging to the Campo das Vertentes mesoregion in the government function of Agriculture, from 2018 to 2021, from the perspective of the Theory of Fiscal Federalism. Initially, the contextualization of the theme will be done, highlighting its implications, as well as about efficiency at the municipal level. The specific objectives are to characterize the municipalities of Minas Gerais belonging to the Campo das Vertentes mesoregion according to public spending in Agriculture, to measure the levels of efficiency in public spending of the municipalities of Minas Gerais belonging to the Campo das Vertentes mesoregion and to propose a technical event for training public managers based on the results of the research. The theoretical framework addressed conceptual aspects and studies on Fiscal Federalism, which is based on maximizing the efficiency of resource collection and improving the provision of public goods and services to the population in general. Municipal Public Expenditure, public spending on agriculture, and the efficiency of Municipal Public Expenditure were also discussed, highlighting studies on the subject. Based on a descriptive study with a quantitative approach, a Cluster Analysis and Descriptive Analysis were performed to characterize public spending on Agriculture. Subsequently, a Data Envelopment Analysis (DEA) was performed to rank the municipalities that present the highest level of efficiency in public spending on Agriculture, and these results were compared with indicators of fiscal federalism, such as debt, administrative costs, and transfers. Finally, the information gathered throughout this dissertation will be the basis for a proposal for a Seminar on Efficiency of Municipal Public Spending on Agriculture in the municipalities of the Campo das Vertentes mesoregion, which aims to train and improve the skills of municipal managers related to the departments that work in agriculture and their subfunctions. It is expected that this study will contribute considerable information about efficiency and management for the municipalities of the Campo das Vertentes mesoregion, since by knowing the municipalities that were cited as references in this study, public managers will be able to make more assertive decisions, improve public policies and improve the quality of services for the population.
