Resumo: This dissertation aims to investigate how Educational Assessment was conducted across its different dimensions—Learning Assessment, Institutional Evaluation, and Large-Scale or System Assessments—within the context of Emergency Remote Teaching (ERT), based on published academic literature. The study, of documentary and bibliographic nature, adopts as its theoretical framework the works on assessment by scholars such as Anthony Shinkfield and Daniel Stufflebeam, Benigna Villas Boas, Cipriano Carlos Luckesi, Celso Vasconcelos, Domingos Fernandes, Jussara Hoffmann, Lea Depresbiteris, Luiz Carlos Freitas, among other educational assessment researchers. The research is structured into three chapters intended for submission to scientific publications, initially following the guidelines of the Federal University of Lavras. The first chapter presents the theoretical framework on Educational Assessment and explains its growing prominence across nearly all spheres of social intervention—not limited to schools or education alone, but extending far beyond these domains, increasingly influencing economic and political dimensions. The second chapter provides a broad overview of the regulatory frameworks established during the COVID-19 pandemic to guide educational systems, with a focus on internal and external assessments. The third chapter surveys the scientific literature on educational assessment in emergency remote teaching, analyzing publications available in the SciELO database between 2020 and 2022, the temporal scope of this study. Findings indicate significant academic concerns about the pandemic’s impact on education. The health crisis forced educational institutions to restructure their assessment methods, with states and municipalities developing individualized proposals to implement remote teaching demands while maintaining learning assessment practices. Institutional evaluation, however, did not appear to be a priority during this period. As an outcome of this research, an Educational Product was developed—a webinar on Learning Assessment and its instruments, designed to address the needs of teacher training programs (licenciaturas).

A pesquisa, de natureza documental e bibliográfica, adota como referencial teórico os estudos sobre avaliação realizados por Anthony Shinkfield e Daniel Stufflebeam, Benigna Villas Boas, Cipriano Carlos Luckesi, Celso Vasconcelos, Domingos Fernandes, Jussara Hoffmann, Lea Depresbiteris, Luiz Carlos Freitas et. al, entre outros pesquisadores da avaliação educacional. A pesquisa está estruturada em três capítulos com o intuito de serem submetidos a publicações científicas, inicialmente seguindo a normatização da Universidade Federal de Lavras. O primeiro capítulo traz o referencial teórico sobre Avaliação Educacional e explica o grande protagonismo que ela exibe hoje em quase todos os âmbitos de intervenção social, não sendo ela simplesmente coisa de escola, nem somente da educação; mas que ultrapassa largamente esses âmbitos e vem, cada vez mais, ampliando seus alcances e seus efeitos na econômica e na política. O segundo capítulo traz uma visão ampla das normativas constituídas durante o período em que se instalou a Pandemia da Covid-19, a fim de orientar o funcionamento dos sistemas de ensino, com ênfase dada ao tema Avaliações internas e externas. O terceiro capítulo traz um levantamento da produção científica relacionada à avaliação educacional no ensino remoto emergencial. Com vistas a compor a métrica bibliográfica, buscou-se por produções científicas sobre o tema em periódicos disponíveis no portal da SciELO, entre os anos de 2020 e 2022, que compreende o espaço temporal de recorte deste trabalho. As análises apontam que existem muitas inquietações no universo acadêmico sobre os impactos gerados pela pandemia no setor educacional; o contexto da restrição sanitária, impôs que as instituições de ensino reformulassem seus métodos de avaliação. Estados e municípios articularam propostas individuais a fim de operacionalizar as demandas do ensino remoto e dar continuidade ao trabalho escolar em que se incluem a avaliação da aprendizagem. Não pareceu que a avaliação institucional fosse uma prioridade nesse período.
