Administração pública gerencial, societal ou patrimonial burocrática? O caso do Conselho de Segurança Pública de Lavras-MG

This essay refers to a case study of the Consep of Lavras city, Minas Gerais, having as objective to analyze the management of this Council from the theoretical reference of two sources of public administration: societal and managemental public administration (Paes de Paula, 2005). The guiding question of the research was to understand the conception of public administration who guides the management of the Consep of Lavras. It started of the concept of that the type of management of the Consep is intimately related with the type of undertaken public administration, in a way that when identifying the profile of the management Consep´s management will show the type of public administration who guides it. To reach the intention of this research it was intended to identify and to analyze the following variable: the origin of the Consep of Lavras-MG, the political project who predominates in this council and the administrative organization that this council supports; the approaching and the structural dimensions emphasized in the management of this Consep; the opening of the local political institutions to the social participation. The Consep of Lavras was not characterized completely in none of the two analytical models. It was evidenced presence of some traces of the managemental public administration and several of the patrimonial and bureaucratic public administration, however, did not present traces of the societal public administration. A hybrid management was identified. It was concluded that the central question of the public safety is a question, essentially, of public administration, confirming the Soares (2001)´ hypothesis. Moreover, it was considered that the public safety is a responsibility not only of the state and federal governments, but competes, especially, to the municipal public administration.
