Propriedade intelectual e apropriabilidade em universidades federais: Estudo multicaso no estado de Minas Gerais

The objective of the research was to investigate and describe the knowledge appropriation mechanisms in three s federal universities of Minas Gerais (UFLA, UFV and UFMG). Therefore we conducted a qualitative and exploratory case study, based on interviews with semi-structured script, and with bibliographic and documentary research. To this topic, the study proposes a Framework of Intellectual Property and Appropriability in Universities. The main mechanisms identified were: patents deposits, software register, cultivars register, marks registers, other complementary mechanisms were: network formation, presence of technology-based companies incubator, presence of technology park, partnerships between universities and companies, public cooperation partner ships. The institutions studied are at an intermediate stage of use of these mechanisms, where few technologies were transferred from the amount of records. Institutions need to evolve in the issue of technology transfer from academia to society. The study concludes that the University Offices of Technology Transfer (UOTT) still need to go through a set of stages, so that the greater your capacity to articulate with the different organs and units of the university and society, the greater the scope and the breadth of its appropriability mechanisms. Most UOTTs don’t have members specialized in marketing skills, for now, wherein high-tech inventions originating in university laboratories need a market space / a niche identification, creation of new markets and also a translation of the laboratory results for a more friendly language for investors business plan. These skills are not well developed. The findings of this research observe a reality of universities that produce technologies, but little can promote these technologies and return them to society.
