Analysis of the public ceremonial as an activity inherent to Public Relations, under the focus of public communication, relating it to the inclusive paradigm, from the perspective of the social model of disability and anti-ableist practices for the reaffirmation of the rights of people with disabilities and the exercise of social justice in favor of these people. It envisions the official event - held within the scope of public organizations - beyond its ritualistic dimension, as a communicational resource and strategic tool for the effective participation and inclusion of people with physical and sensory disabilities. It presents accessibility and the fight against structural as a differential criterion for the expansion of inclusion, in adaptation to the transition scenario of an inclusivist society and more aware of its rights and in respect for current legislation, especially the Brazilian Law of Inclusion. The research is classified as an exploratory study with the purpose of examining, analyzing the opinion of people with disabilities, ceremonialists and Public Relations professionals about ceremonial with accessibility. The methodological procedures used were bibliographic research, simplified systematized literature review and individual qualitative interview. As a final product of the research, a protocol model for the public ceremonial with more accessibility for the inclusion of people with disabilities is presented.
