Resumo: | The objective of this work was to present the development strategies programmed for Maranhão through the 2012-2015 Multiannual Plan. For this, the main theories of development were presented in their strategic character. The study was carried out through bibliographical and documentary research, seeking to concatenate issues that support the constitution of development strategies. We sought to relate the importance of economic planning to the achievement of development. In addition, the Brazilian experience in economic planning was presented through a historical context. A retrospective of planning in the State of Maranhão was built up to the Pluriannual Plans, starting in 1988. Finally, all the directives that directed the Maranhão investments through the PPA 2012-2015 were presented. |

Para isso, se apresentou as principais teorias do desenvolvimento em seu caráter estratégico. O estudo foi realizado através de pesquisa bibliográfica e documental, procurando concatenar questões que alicerçam a constituição de estratégias de desenvolvimento. Buscou-se relacionar a importância do planejamento econômico com o alcance do desenvolvimento. Além disso, apresentou-se a experiência brasileira em planejamento econômico, através de uma contextualização histórica. Construiu-se uma retrospectiva do planejamento no Estado do Maranhão até os Planos Plurianuais, a partir de 1988.
