Resumo: This dissertation analyzes the dynamics of the creative and entrepreneurial economy in the Historic Center of São Luís, Maranhão, considering the role of cultural heritage as a driver of socioeconomic development and urban revitalization. The study aimed to investigate how local entrepreneurial practices intersect with public policies and recent spatial transformations, highlighting the contribution of these activities to the preservation and redevelopment of the historic site. The research adopts a qualitative approach, using questionnaires and field observations, seeking to understand microentrepreneurs' perceptions of institutional visibility, opportunities, and challenges of remaining in the area. The results indicate that the creative economy is consolidating itself as an alternative for generating income and strengthening cultural identity, although limited by structural deficiencies and limited integration with effective support policies. The conclusion is that the Historic Center of São Luís expresses a vibrant territoriality, where economy, culture, and space intertwine, constituting a fertile ground for sustainable and inclusive urban planning, even though its users perceive the absence or deficiency of government actions at its various levels that enhance entrepreneurial activities.

O estudo objetivou investigar como as práticas empreendedoras locais se articulam às políticas públicas e às transformações espaciais recentes, destacando a contribuição dessas atividades para a preservação e requalificação do sítio histórico. A pesquisa adota abordagem qualitativa, com aplicação de questionários e observação de campo, buscando compreender as percepções dos microempreendedores sobre visibilidade institucional, oportunidades e desafios de permanência no território. Os resultados indicam que a economia criativa se consolida como alternativa de geração de renda e fortalecimento da identidade cultural, embora limitada por carências estruturais e pela baixa integração com políticas de apoio efetivas.
