In the last decades, after long discussions, some innovation incentive mechanisms were implemented in Brazil. Among them, Law No. 10,973/2004, which determined the creation of Technological Innovation Centers (NIT) in Federal Scientific, Technological and Innovation Institutions (ICTs) to manage their Innovation Policies. In the middle of the second decade of the 21st century, with Constitutional Amendment No. 085/2015, Law No. 13,243/2016 and Decree No. 9,283/2018, the normative complex called Legal Framework for Science, Technology and Innovation was operated. The Federal Institute of Maranhão had its NIT created in 2009 with the edition of Resolution No. 004/2009 of the Superior Council (CONSUP). In 2018, it became the IFMA Innovation Agency (AGIFMA), through CONSUP Resolution No. 106/2018. In 2017, its innovation policy was approved, bringing provisions similar to those of Law No. 13,243/2016, such as: guidelines for partnerships, provision of services and assistance to independent inventors. The present research was developed with the objective of presenting a proposal to update the innovation policy from Decree No. 9,283/2018 For this, the analysis methods of the SWOT Matrix and the 5W2H of AGIFMA were used; A questionnaire was applied to propose a new innovation policy, in addition to the benchmarking of policies implemented after the 2018 Decree. AGIFMA's analysis highlighted the need to increase the workforce in the sector, in addition to offering a regular training program for the team and for the IFMA. The draft of the innovation policy, elaborated from the questionnaire applied to the Innovation Committee, establishes a new structure for AGIFMA, proposes a faster processing of requests and distribution of activities in the sector; regulates the contracting of innovative solutions; the confidentiality of information more broadly and the possibility of adopting an invention by an independent inventor, among other measures.
