The National Policy for Comprehensive Women's Health Care (PNAISM), a public health policy institutionalized in 2004 and integrated into the Unified Health System (SUS), is the subject of study in this dissertation. Through a situational analysis of PNAISM in the State of Maranhão, the intention is to examine its status from its institutionalization in 2004 to the year 2019, based on the guidelines established in its text, resulting from commitments made between the Ministry of Health, Women's Movements, Scientific Societies, and International Agencies to promote comprehensive women's health. The research begins with the historical and cultural context that led to the creation of PNAISM, discussing the role of feminist movements in the constitutionalization of public health policies in Brazil up to the institutionalization of PNAISM. Subsequently, the current situation of the policy is analyzed using the female mortality indicator, covering the historical series from 2004 to 2019, to understand the policy's situation in Maranhão. The research adopts a historical-dialectical materialist perspective and engages with post-structuralist theoretical perspectives to comprehend women's health policy as a phenomenon in contemporary society. Understanding the historical and cultural context in which the policy was built, as well as identifying social forces, institutions, and women's movements, correspond to the material elements necessary to explain the proposed ideals.
