Resumo: The Brazilian program of environmental services and the Conservation Reserve Program (CRP) of United States are based on different factors of the Universal Soil Loss Equation (USLE) for application of economic incentives for soil and water conservation. The Brazilian program is based on changes in soil use and management, while CRP prioritizes areas at greatest natural risk of erosion. We analyzed the eligibility criteria of areas and the conservation proposals in according to land capability of a rural watershed near the Brazilian Pantanal. The results showed the CRP program covers only 38% of agricultural area that could be addressed by the Brazilian Program. The union of areas naturally prone to erosion with the use constraints reduced the alternatives for land use, which directs to the cattle activity. Thus, we propose an adaptation on the basis of application of the Brazilian program of environmental services, which defines a strategic planning of soil conservation and directs more efficiently the financial resources for payment of environmental services in Brazil.

O programa Produtor de Água é baseado em alterações do uso e manejo do solo enquanto que o CRP prioriza áreas de maior risco natural de erosão. Tendo em vista as diferentes metodologias de implantação de ambos os programas, analisaram-se os critérios de elegibilidade das áreas a serem contempladas e propostas indicadas de uso e manejo do solo de acordo com a aptidão agrícola local. Para tanto, tomou-se por base uma bacia hidrográfica próxima ao pantanal brasileiro ocupada predominantemente por atividade pecuária. Identificou-se que o programa CRP abrange apenas 38% da área agrícola passível de ser contemplada pelo programa Produtor de Água. A união de áreas naturalmente propensas a erosão juntamente às restrições advindas da classificação de aptidão agrícola, reduz drasticamente as alternativas de uso do solo, direcionando-as, em grande parte, para a atividade pecuária. Deste modo, propõe-se uma adaptação na base de aplicação do programa brasileiro de serviços ambientais, definindo-se um planejamento estratégico de conservação do solo.
