Representações Sociais de Famílias para Profissionais do SUAS

Resumo: The National Social Assistance Policy (PNAS) has objectives in its scope that aim to assist those who are in conditions of social vulnerability, through its functions of inclusion, prevention, promotion and protection. To this end, it establishes in the Unified Social Assistance System (SUAS) the axis of socio-family matrix as one of its fundamental principles, highlighting the relevance of the family as an essential basis for the effectiveness of programs, projects and services. In social assistance, a relationship of interdependence is established between the legal and institutional devices and the practices developed by professionals who execute this policy. The duties of psychologists and social workers in the SUAS are supported by a theoretical, operational and legal framework, but are also based on discourses and decisions that reflect the adoption of their values. In this sense, the research question emerges, which asks: What are the social representations about family for psychologists and social workers in the SUAS? The research aimed to analyze the social representations of social workers and psychologists from the Social Assistance Reference Centers (CRAS) in Mato Grosso do Sul, MS, about family. For this purpose, the Theory of Social Representations (TRS), formulated by Moscovici and collaborators, was used as a theoretical basis, taking as reference the dynamic nature of social representations and their function in guiding social practices. The study also conducted dialogue with authors who discuss public social assistance policies. It is characterized as a qualitative research, which uses semi-structured, organized and categorized interviews as a data collection instrument. Using the content analysis proposed by Bardin, the analysis was based on the theoretical frameworks of TRS and other authors. The results revealed a tension between the maintenance of hegemonic representations and the attempt to inclusively resignify these conceptions. On the one hand, professionals recognize the plurality of family arrangements and the need to deconstruct normative models. On the other hand, stigmas and prejudices persist, categorizing families served as deviations from an idealized standard. Professionals also attribute different meanings to families, combining recognition of diversity and reinforcement of stereotypes. Aspects such as personal and religious values were identified as significant influences, constituting practices and representations about families. Emancipatory representations, which value autonomy and the plurality of family configurations, contrast with conservative and family-oriented views that are still prevalent. The research showed that social assistance operates in a context of structural inequalities and that professionals face challenges in balancing family demands and institutional limitations. Despite the difficulties, there are increasing efforts to adopt more inclusive and collaborative practices, promoting rights and social justice. It is concluded that the Theory of Social Representations was an effective analytical tool, offering an in-depth understanding of professional practices and the challenges faced in the context of social assistance. However, the study highlights the need for future research to consolidate more inclusive and theoretically based practices in the social assistance field. Para tanto, estabelece no Sistema Único de Assistência Social (SUAS) o eixo da matricialidade sociofamiliar como um de seus princípios fundamentais, destacando a relevância da família como base essencial para a eficácia dos programas, projetos e serviços. Na assistência social, é constituída uma relação de interdependência entre os dispositivos legais, institucionais e as práticas desenvolvidas por profissionais que executam esta política. As atribuições das/os psicólogas/os e assistentes sociais no SUAS são subsidiadas por um arcabouço teórico, operativo e legal, mas também se fundamentam em discursos e decisões que refletem a adoção de seus valores. Nesse sentido, emerge o questionamento da pesquisa, que indaga: Quais são as representações sociais sobre família para psicólogas, psicólogos e assistentes sociais do SUAS? A pesquisa teve como objetivo analisar as representações sociais de assistentes sociais e psicólogas/os dos Centros de Referência de Assistência Social (CRAS) de Mato Grosso do Sul – MS sobre família. Para este fim, toma-se como base teórica a Teoria das Representações Sociais (TRS), formulada por Moscovici e colaboradores, tendo como referência o caráter dinâmico das representações sociais e sua função na orientação de práticas sociais. O estudo realizou, ainda, interlocução com autoras e autores que discutem as políticas públicas de assistência social. Caracteriza-se como uma pesquisa qualitativa, que utiliza como instrumento de coleta de dados as entrevistas semiestruturadas, organizadas e categorizadas. Utilizando a análise de conteúdo proposta por Bardin, analisados com base nos referenciais teóricos da TRS e demais autores. Os resultados revelaram uma tensão entre a manutenção de representações hegemônicas e a tentativa de ressignificação inclusiva dessas concepções. Por um lado, os profissionais reconhecem a pluralidade dos arranjos familiares e a necessidade de desconstruir modelos normativos. Por outro lado, persistem estigmas e preconceitos que categorizam famílias atendidas como desvios de um padrão idealizado. Os profissionais também atribuem sentidos variados às famílias, mesclando reconhecimento da diversidade e reforço de estereótipos. Aspectos como valores pessoais e religiosos foram identificados como influências significativas, constituindo práticas e representações sobre as famílias. Representações emancipatórias, que valorizam a autonomia e a pluralidade das configurações familiares, contrastam com visões conservadoras e familistas ainda prevalentes. A pesquisa evidenciou que a assistência social opera em um contexto de desigualdades estruturais e que os profissionais enfrentam desafios para equilibrar demandas das famílias e limitações institucionais. Apesar das dificuldades, há esforços crescentes para adotar práticas mais inclusivas e colaborativas, promovendo direitos e justiça social. Conclui-se que a Teoria das Representações Sociais foi uma ferramenta analítica eficaz, oferecendo um entendimento aprofundado das práticas profissionais e dos desafios enfrentados no contexto da assistência social. Contudo, o estudo destaca a necessidade de futuras pesquisas para consolidar práticas mais inclusivas e teoricamente fundamentadas no campo socioassistencial.
