Os rebatimentos da ofensiva neoliberal no sistema único de assistência social: um estudo em municípios de pequeno porte

In recent years, the Unified Social Assistance System (SUAS) has faced significant attacks from ultraneoliberal governments, with basic and special social protection services being targeted. In light of this, to carry out this study, we posed the following questions: What are the impacts of the neoliberal offensive on the Unified Social Assistance System (SUAS)? And what are the repercussions on operationalization caused by (de)funding, and its impacts on small municipalities in the 9th Geo-Administrative Region, from 2016 to 2022? In seeking answers to these questions, we established the general objective of the study: to analyze the impacts of the neoliberal offensive on the Unified Social Assistance System, through bibliographic and documentary research. To this end, we primarily used official documents made available by the National Social Assistance Fund (FNAS) and the State Secretariat for Human Development (2017-2022). The analytical foundation also considered the intrinsic relationship between advances and setbacks in social policies determined by the economic, political, and social model. The results show the consequences that affect the provision of social assistance services and, consequently, the reduction in the number of families served at the Social Assistance Reference Center (CRAS), the most common service in most small municipalities. The study reveals that Constitutional Amendment No. 95/2016 contributed to exacerbating this scenario. The research indicates that the ideological direction and economic model directly influence the guarantee of social rights implemented by public policies. This study highlights a period of government without commitment to the federal pact, the guarantee of state social protection, and democratic instances, but above all, marks the (de)funding of SUAS.
