Resumo: | Multimodal streets focusing on active transportation combined with public transport play a crucial role in the pursuit of sustainable urban development. Brazilian cities, such as João Pessoa, lack more effective policies and formal decision-making processes that consider multiple intervening factors and different opinions for the development of a sustainable transportation system. In this sense, the concept of "Complete Streets" and Multi-Criteria Decision Analysis (MCDA) methods are of great value. Therefore, the research aimed to contribute to decision-making processes related to urban transport management, specifically road infrastructure, with a focus on promoting more democratic and equitable roads for different users and modes of transportation. To achieve this, a process for prioritizing road segments for potential requalification as a complete street was proposed using the Analytic Hierarchy Process (AHP), referencing studies conducted in Canada and adapted for the Brazilian city of Recife/PE as well as in Iran. The proposed structure consisted of three objectives and eight criteria, considering: i) the geometric characteristics of the streets, through width and connectivity criteria; ii) circulation and road safety factors, through bus network, cycling network, road safety, and pedestrian flow criteria; and, iii) attractions of the place, through tree coverage and land (street) use criteria. The importance (weights) of the objectives and criteria were defined through consultation with eleven professionals involved in transportation engineering and urban planning. Aggregating individual opinions revealed land use (street) as the most relevant criterion to achieve the overall goal of the work, while the cycle network had the lowest assigned weight. Additionally, considering the proposed structure, data was collected and road segments in four neighborhoods of João Pessoa - Anatólia, Bancários, Castelo Branco, and Jardim São Paulo - were characterized based on the representative attributes of the criteria. This characterization identified some deficiencies in the region, such as a lack of suitable infrastructure for active and public transport and the need for more trees in public circulation spaces to encourage pedestrian flow on the streets. Finally, by aggregating the criterion weight vector with the attributes of the analyzed road segments, it was possible to establish a list of priority segments to receive requalification projects considering the concept of Complete Streets. The list revealed that the priority segments are located on the main road axes, with the majority situated in the Bancários and Castelo Branco neighborhoods. |

As cidades Brasileiras, como é o caso de João Pessoa, carecem de políticas mais efetivas e processos formais de apoio à tomada de decisão, que considerem os múltiplos fatores intervenientes e diferentes opiniões para o desenvolvimento de um sistema de transportes sustentável. Nesse sentido, o conceito de ―Ruas Completas‖ e os métodos de análise multicritério (MCDA) são de grande valia. Portanto, a pesquisa teve como objetivo colaborar nos processos de decisão relacionados à gestão dos transportes urbanos, mais precisamente da infraestrutura viária, com foco na promoção de vias mais democráticas e equitativas aos diferentes usuários e modos de transporte. Para isso, foi proposto um processo para a priorização de segmentos viários quanto ao seu potencial para requalificação como rua completa, através do método Analytic Hierarchy Process (AHP), com referência em estudos desenvolvidos no Canadá e adaptado para a cidade do Recife/PE e no Irã. A estrutura proposta foi composta por três objetivos e oito critérios, sendo eles, considerar: i) as características geométricas das ruas, através dos critérios largura e conectividade; ii) os fatores de circulação e segurança viária, através dos critérios rede de ônibus, rede cicloviária, segurança viária e fluxo de pedestres; e, iii) os atrativos do local, através dos critérios arborização e uso da terra (rua). A importância (pesos) dos objetivos e critérios foi definida em consulta a onze profissionais envolvidos na engenharia de transportes e no urbanismo. A partir da agregação das opiniões individuais constatou-se o uso da terra (rua) como o critério mais relevante para alcançar o objetivo geral do trabalho. Já a rede cicloviária foi o que teve menor peso atribuído. Também, considerando a estrutura proposta, foi possível coletar dados e caracterizar segmentos de ruas pavimentadas em quatro bairros de João Pessoa: Anatólia, Bancários, Castelo Branco e Jardim São Paulo, quanto aos atributos representativos dos critérios. Essa caracterização permitiu identificar algumas carências na região, como a falta de infraestrutura adequada ao transporte ativo e coletivo e a necessidade de mais árvores nos espaços públicos de circulação, de modo a estimular o fluxo de pedestres nas ruas. Por fim, através da agregação do vetor de pesos dos critérios com os atributos dos segmentos viários analisados foi possível estabelecer uma lista de segmentos prioritários a receberem projetos de requalificação considerando o conceito de Ruas Completas.
