Programa de pesquisa para o SUS : uma avaliação sobre a promoção da pesquisa científica em saúde

This work is a contribution to the literature on public policy evaluation in the areas of health and education. The choice of PPSUS as an object of study is due to its central objective to promote scientific development in the health area and provide a basis for improving the quality of the service offered by the SUS. It is a program in its essence in the area of education, as it is an instrument for financing scientific research and in the health area, and adjacent to it because it deals with financial support for research on priority topics for the SUS. The program aims to promote national health research through the observance of the regional particularities and weaknesses of the Brazilian Unified Health System. This work proposes to evaluate the qualitative impact using the SJR and quantitative index of the Program as a proxy between the years 2002 and 2019 on the academic production of articles in a general and regional perspective, from the difference in difference method and the use of propensity score matching in addition to the event study strategy for a robustness approach. The results found indicate that the PPSUS is an effective program for providing an increase in the number of articles published linked to the increase in the quality of the scientific production of the funded researchers, but there is no evidence that the program has achieved the objective of promoting regional equality in the aspect of scientific research. in health, which evidences that the heterogeneous effect of the program occurs from the year of participation in the program, researchers who receive funding show high performance over the years in all variables of interest, number of articles published, sum of the index SJR and the probability of publishing articles.
