Resumo: This dissertation presents, as a guideline, the dialogue between the social protection and access to professional education paths offered by the federal schools. In this sense, the objective of this study is to analyze the conditions and the context of social protection that mediated access of (the) children (as) the working class public Education Professional. Therefore, we seek to identify the aspects of macro and micro structural constituting the current Brazilian social protection system and national education policy with its features and characteristics, in an environment which capitalist accumulation makes up its structural morphology and neoliberal ideas his inspiration central. The research was organized into three main stages: literature, field research and data analysis for the preparation of the results. The field stage was used questionnaire and focus group with the participation of students of the Federal Institute of Education, Science and Technology Pernambuco (OPSI), Campus Saint Augustine, enrolled in semester 2015.1. From this exploratory research, based on quantitative and qualitative data and referenced in a critical analysis of materialist-dialectical basis, is intended to answer the following question: what conditions and social protection context mediated access of (the) children (the) working class public vocational education? As hypothesis suggested at the beginning of this study, we refer to this mediation takes place in a context of instability and uncertainty in the workplace, limited access to public services and goods featuring minimal and focused the Brazilian social protection system. And as indications of the search results have been confirmation of this scenario from the individual and collective daily experiences of the surveyed young people who ascribe to the family protection reference and demarcate the absence and / or unsatisfactory state presence through equipment and public services offered by the different public social policies, which together constitute the basis of the enlarged conception of social protection. However, it should be noted that the positioning of the Brazilian State as a driver of the shareholders printed a privatist character social protection strategies, through market regulation and philanthropy reactualization a movement of retraction of the state entity in dealing with expressions of the social question, setting an adverse context for the working class on the impact of exclusionary financial process of capital and inequality indelible mark the Brazilian socio-historical formation. To compose this debate, we transit the theoretical and empirical analysis of the relationship between state and society in the answers the demands of the social question and in consolidating the expanded system of social protection which education policy is regarded as a basic component alongside other public policies.

Neste sentido, o objetivo geral deste estudo é analisar as condições e o contexto de proteção social que mediaram o acesso dos(as) filhos(as) da classe trabalhadora à Educação Profissional pública. Para tanto, busca-se identificar os aspectos macro e micro estruturais que constituem o atual sistema de proteção social brasileiro e a política de educação nacional, com suas características e particularidades, numa conjuntura cuja acumulação capitalista compõe sua morfologia estrutural e o ideário neoliberal sua inspiração central. A pesquisa foi organizada em três momentos principais: levantamento bibliográfico, pesquisa de campo e análise dos dados para a elaboração dos resultados. A etapa de campo utilizou-se de questionário e grupo focal com a participação dos estudantes do Instituto Federal de Educação, Ciência e Tecnologia de Pernambuco (IFPE), Campus Cabo de Santo Agostinho, matriculados no semestre letivo 2015.1. A partir desta pesquisa de cunho exploratório, com base em dados quanti-qualitativos e referenciada numa análise crítica de base materialista-dialética, pretende-se responder a seguinte questão: que condições e contexto de proteção social mediaram o acesso dos(as) filhos(as) da classe trabalhadora à educação profissional pública? Como hipótese sugerida no início deste estudo, referimos que esta mediação se dá num contexto de instabilidade e incerteza no mundo do trabalho, de acesso limitado a serviços e bens públicos que caracteriza o sistema mínimo e focalizado de proteção social brasileiro. E como indicações dos resultados da pesquisa tem-se a confirmação deste cenário a partir das experiências cotidianas individuais e coletivas vivenciadas pelos jovens pesquisados, os quais atribuem à família a referência de proteção e demarcam a ausência e/ou presença insatisfatória do Estado através dos equipamentos e serviços públicos ofertados pelas diferentes políticas sociais públicas, as quais em conjunto dão base à concepção ampliada de proteção social. Todavia, cumpre destacar que o posicionamento do Estado brasileiro como propulsor dos detentores do capital imprime um caráter privatista às estratégias de proteção social, via regulação do mercado e reatualização da filantropia num movimento de retração do ente estatal no trato das expressões da questão social, configurando um contexto adverso para a classe trabalhadora diante das repercussões do processo de financeirização excludente do capital e da marca de desigualdade indelével à formação sóciohistórica brasileira.
